TEACHER EVALUATION. A. The administration will be evaluating the teacher’s performance within the time of formal responsibility. The evaluation process and form will be shared with the Association Building Representatives at the beginning of each school year.
(a) Probationary teachers shall be evaluated at least two (2) times a year. The first evaluation will be completed prior to December 1st and the second prior to April 15th. Each evaluation will be based upon announced, unannounced, informal observations, on the performance of other duties and responsibilities and the goals developed in the Individualized Development Plan (IDP). The announced and unannounced observations should be a minimum of thirty (30) minutes in length. The observations may occur at anytime prior to the development of the written evaluation, but at least one of them must be planned in consultation with the probationary teacher. The results of formal observations will be discussed with the teacher in a timely manner. The information gathered during the observations will be used to write the evaluations.
(b) Tenured teachers will be evaluated on a rotating schedule, but no less than once every three- (3) years. The administration reserves the right to evaluate a tenured teacher more often. The evaluation will be based upon announced, unannounced, informal observations and on the performance of other duties and responsibilities. The announced and unannounced observations should be a minimum of thirty (30) minutes in length. The observations may occur at any time prior to the development of the written evaluation, but at least one of them must be planned in consultation with the tenured teacher. The results of formal observations will be discussed with the teacher in a timely manner. The information gathered during the observations will be used to write the evaluations.
2. The administrator shall prepare and submit a written evaluation and recommendations to the teacher prior to May 30th of the year they are evaluated. The administrator shall hold a conference with the teacher to discuss the written evaluation and recommendations.
3. Upon receipt of the evaluation the teacher will sign the form indicating his/her receipt of the report. The signature on the form does not constitute his/her approval unless specifically noted.

TEACHER EVALUATION. 8.1 Teacher Evaluation shall be conducted openly and in a professionally responsible manner by appropriate administrative personnel or individuals designated by the Superintendent or Principal. It is understood that teacher evaluation is a continuous process throughout the school year; however, this shall not preclude the Board from taking appropriate action at any time during the school year pursuant to the provisions of this Agreement. All monitoring or observations of the performance of a teacher will be conducted openly. The use of eavesdropping, public address or audio systems and similar surveillance devices is strictly prohibited. Any criteria and evaluative instruments used by the Administration in evaluating teachers under this Article shall be made available to all teachers no later than October 1 of each year, unless otherwise mutually agreed.
8.2 Personnel files for all teachers shall be maintained under the following conditions:
a. No adverse material dealing with a teacher's conduct, service, character, or personality shall be placed in the file unless the teacher has had an opportunity to read the material. The teacher shall acknowledge that he or she has read such material by signing the actual copy to be filed, with the understanding that such signature merely signifies that he or she has read the material to be filed and does not necessarily indicate agreement with its content. Except incidents involving conduct unbecoming a teacher or other such serious event(s), an incident that has not been reduced to writing within ninety (90) days of its occurrence, exclusive of vacation periods, may not be added to the file, except as outlined in 8.5 below.
b. The teacher will receive a copy of any material placed in his or her file.
c. The teacher shall have the right to answer any material filed and the answer shall be attached to the related material.
d. Upon request of the teacher during normal office hours, he or she shall be permitted to reproduce any material in his or her file subject to the procedures established by the Superintendent.
e. Material will be removed from the file when a teacher's claim that it is inaccurate and/or unfair has been sustained.
8.3 Complaints shall be processed as follows:
a. Any formal complaint regarding a teacher made to any member of the administration by any parent, student or other person which is used in any manner in evaluating a teacher shall be submitted in writing and signed by the complainant, or shall...
TEACHER EVALUATION. A. Supervision of teachers will be conducted professionally, openly, and with full knowledge of the teacher; any serious complaint(s) of any supervisor regarding performance shall be promptly called to the attention of the teacher. Teachers shall be given a copy of any evaluation report prepared by an evaluator and will have the right to discuss their report. The evaluator must confer with any teacher whose service has been rated unsatisfactory in any respect, explain every evaluation, and plan cooperatively for improvement. Beginning in the 1997-98 school year, the procedures outlined in the document entitled Supervision and Evaluation Procedures for the Framingham Public Schools will be used to evaluate all employees of the Association. Nurses will be evaluated using the School Nurse Evaluation form attached to this contract. Beginning in the 2013-14 school year, the procedures outlined in the document entitled Framingham Evaluation Instrument will be used to evaluate all employees in Unit A. An Evaluation Review Committee consisting of 11 employees (3 teachers and 3 department heads appointed by the Association President; 3 principals appointed by the Superintendent along with the Assistant Superintendent for Human Resources and the Assistant Superintendents for Elementary and/or Secondary Education and co-chaired by an Association and administration appointee) will meet at least once a year to review and make recommendation for revising our procedures to the Association and the School Committee. Both bodies must approve any changes in the procedures. The Evaluation instrument and procedure shall be replaced with the new Evaluation instrument and procedure entitled Framingham Evaluation Instrument attached hereto as Appendix E.

2. No material derogatory to a teacher's conduct, service, character, or personality will be placed in the personnel file unless the teacher has had an opportunity to review the material. The teacher will acknowledge that they had the opportunity to review the material by affixing their signature to the copy to be filed with the express understanding that such signature in no way indicates agreement with the contents thereof. The teacher will also have the right to submit a written answer to such material and their answer shall be reviewed by the Superintendent and attached to the file copy.

B. 1 Teachers will have the right, upon request, to review the contents of their personnel files. A teacher will be entitled to make copies of such contents and records as concern his/her work or him/herself.
TEACHER EVALUATION. The parties recognize the importance and value of a procedure for assisting and evaluating the progress and success of both newly employed and experienced personnel for the purpose of improving instruction. Therefore, to this end, the following procedure has been agreed to in an effort to accomplish the goals.
1. Both parties recognize the responsibility to assist new teachers. During the first three (3) weeks of school, the Dover School Board through its administration shall orient all new teachers regarding evaluative procedures and instruments and School Board policies.
2. All monitoring or observation of the performance of a teacher shall be conducted openly and with the full knowledge of the teacher.
3. When a supervisor enters the classroom of a teacher engaged in teaching, the teacher shall assume that the supervisor is there for the purpose of teacher evaluation.
4. All evaluations will be in accordance with evaluation forms and procedures adopted by the School Board or the Superintendent prior to the start of a school year. All teachers will be informed of the position of the person that will be conducting any formal evaluations within three weeks after the start of the school year. At no time will a written evaluation be prepared by a member of the same bargaining unit. Nothing herein shall be construed to limit the sources of information used in the evaluation process.
5. When a supervisor makes and signs a written evaluation of a teacher, a copy will be given to the teacher who will acknowledge receipt thereof in writing; a copy will be given to the evaluator; and one copy will be filed in the Superintendent’s office. The teacher will be presented a copy of the evaluation no later than ten (10) school days after the observation. If the teacher disagrees with
6. Teacher conferences may be requested by either the administration or the teacher. The conference will occur within ten (10) school days after the request for conference unless mutually agreed otherwise.
7. Assistance shall be provided as soon as possible to teachers upon recognition of difficulties.
8. Beginning immediately with the conference after the classroom observation, direction shall be offered to guide the individual toward the solution to his/her particular difficulties.
TEACHER EVALUATION. 11.1 A. Teachers shall be evaluated in accordance with the Bay District Schools Teacher Assessment Manual.
TEACHER EVALUATION. All evaluations shall require the physical presence of the evaluator at the sending site. The teacher will be informed that they are being observed/evaluated. The sending district Administration will have responsibility for the evaluation, as the teacher is the employee of the originating district.
TEACHER EVALUATION. A. All teaching staff:
1. Evaluations shall be conducted by the teacher's immediate supervisor.
2. Monday and Friday evaluations will occur by mutual consent only.
3. The teaching performance shall be observed and a written evaluation made on form E (see Exhibit 2).
4. A total of thirty (30) consecutive minutes is required for each observation.
5. All monitoring or observation of the work of a teacher shall be conducted openly and with full knowledge of the teacher.
6. The use of eavesdropping, closed circuit television, public address or audio systems and similar surveillance devices shall be strictly prohibited.
7. Following the last observation the building principal will notify the teacher in writing, at least 24 hours in advance of a conference.
8. The building principal will hold a verbal post-evaluation conference within ten (10) working days of the last observation.
9. A duplicate copy of Form E shall be submitted to the teacher at the time of the formal conference, which shall be held within five (5) days of the verbal conference.
10. A representative of the Association, chosen by the teacher, may attend any evaluation conference.
11. Forms signed by the building principal and the teacher shall indicate only receipt of the evaluation, not necessarily agreement.
12. Teachers have the right to respond to their evaluations, in writing, and have it attached to their official evaluations to be placed in their personnel file.
13. Intent to put objections in writing should be made known to the building principal within ten (10) working days after receipt of the evaluation.
14. All evaluations shall be based upon valid criteria for evaluation of professional growth as determined by the District with the recommendation of the Association (Form E – Exhibit 2).
B. Tenure teachers shall be evaluated at least once every three (3) years based upon at least two (2) observations during the school year of the evaluation.
C. Non-tenure teachers:
1. Shall be observed at least once every semester of probation. The observations must be at least sixty days apart unless a shorter period of time is mutually agreed upon by the administrator and teacher.
2. A pre-announced, informal observation of the performance of each non-tenure teacher shall take place during the first eight (8) weeks of the first semester of employment, followed by a review of this observation.
3. An individualized development plan will be given to the non-tenure teacher before the formal observation.
TEACHER EVALUATION. 1. It is understood by both parties to this Agreement that this evaluation is the judgment by the Board and/or its authorized agents of the total professional performance of a teacher.
2. Both parties to this Agreement understand that the purpose of formal observations is to assist and constructively develop teacher ability and/or performance.
3. Both parties to this Agreement understand that formal observations are but one portion of the overall evaluation of a teacher's work performance.
