Consulting Teachers. 14.3.1 A Consulting Teacher provides assistance to a Participating Teacher pursuant to the PAR program. The qualifications for the Consulting Teacher shall be set forth in the Rules and Procedures, with the minimum qualifications: (a) Must be a permanent, credentialed, bargaining unit member. (b) Must have successfully taught in the Murrieta Valley Unified School District or three of the last five years, spending at least fifty percent of a full-time position providing instruction to students. (c) With Association Representative Council approval, the minimum number of years in Article 13.3.1.b may be changed from three to two. Request must be in writing. (x) Xxxxx demonstrate exemplary teaching abilities, as indicated by effective communication skills, extensive knowledge and mastery of subject matter, and mastery of a range of teaching strategies necessary to meet the needs of pupils in different contexts. 14.3.2 Each applicant for the position of Consulting Teacher shall be required to submit a) From a site principal or other school district administrator and, b) From an Association member. 14.3.3 Consulting Teachers shall be selected and submitted for approval to the Governing Board by five (5) affirmative votes of the Joint Committee following classroom observations by the committee members. 14.3.4 A Consulting Teacher shall be provided necessary release time as approved by the Joint Committee. 14.3.5 A Consulting Teacher who has been selected to fill an administrative position within the District may not continue to serve as a Consulting Teacher. 14.3.6 The Joint Committee will monitor and evaluate the effectiveness of the Consulting Teachers and make decisions regarding their continuation in the program. The Joint Committee may remove a Consulting Teacher from the position at any time because of the specific needs of the PAR Program, unsatisfactory performance of the Consulting Teacher, or for other reasons which serve the PAR Program's best interest. Prior to the effective date of such removal, the Joint Committee will meet with the Consulting Teacher. 14.3.7 Consulting Teachers shall assist Participating Teachers by demonstrating, observing, coaching, conferencing, in-servicing, referring, or by any other activities which, in their professional judgement, will assist the Participating Teacher. 14.3.8 The Consulting Teacher shall meet with the Referred Participating Teacher to discuss the PAR program, establish mutually agreed upon performance goals, develop the improvement plan, and develop a process for determining successful completion of the plan. The Consulting Teacher shall conduct multiple observations of the Referred Participating Teacher's performance with students, and shall meet with the Participating Teacher to review and discuss observations. 14.3.9 The Referred Participating Teacher shall be entitled to review all reports generated by the Consulting Teacher prior to their submission to the Joint Committee and to have affixed thereto his/her comments. To effectuate this right, the Consulting Teacher shall provide the Participating Teacher being reviewed with copies of such reports at least ten (10) working days prior to any such meeting. 14.3.10 The Consulting Teacher shall monitor the progress of the Referred Participating Teacher and provide periodic written reports to the Referred Participating Teacher for discussion and review, prior to sending periodic written reports to the Joint Committee. 14.3.11 The Consulting Teacher shall provide assistance, not to exceed one school year, to the Referred Teacher until he/she concludes that the teaching performance of the Referred Teacher is satisfactory, or that further assistance will not be productive. The Joint Committee may offer assistance beyond the one-year period. A copy of the Consulting Teacher's Final Report shall be submitted to and discussed with the Referred Participating Teacher to receive his/her input before it is submitted to the Joint Committee. The Referred Participating Teacher shall sign the report to indicate that he/she received a copy. The Referred Participating Teacher shall have the right to submit a written response that shall be attached to the Consulting Teacher's report, within ten (10) working days. The Referred Participating Teacher shall also have the right to request and meet with the Joint Committee to discuss the Consulting Teacher's report accompanied by an Association representative. 14.3.12 The results of the Referred Participating Teacher's participation in the PAR program shall be made available for placement in his/her personnel file, and may be used in the evaluation of the Referred Participating Teacher. 14.3.13 Upon the completion of the contracted term of service as a Consulting Teacher, if the Consulting Teacher were released from regular classroom duties, he/she shall be returned 14.3.14 The District shall defend and hold harmless individual members of the Joint Committee and Consulting Teachers from any lawsuit or claim arising out of the performance of their duties under this Program. The qualifications for Consulting Teachers will have and maintain the Consulting Teacher shall be set forth in the Rules and Procedures, with the following minimum qualifications: (a1) Must be a permanent, credentialed, bargaining unit member.A valid clear California teaching credential (b2) Must have successfully taught Achieved permanent status in the Murrieta Valley Unified School District or three District 3) Maintain a current satisfactory evaluation with no areas indicating improvement needed 4) A minimum of the last five years, spending at least fifty percent seven (7) years of a full-time position providing instruction recent and successful classroom teaching experience 5) Ability to students.work cooperatively and effectively with other teachers and administrators (c6) With Association Representative Council approval, the minimum number of years in Article 13.3.1.b may be changed from three to two. Request must be in writing. (x) Xxxxx demonstrate Demonstrate exemplary teaching abilities, as indicated by effective communication skills, extensive ability 7) Extensive knowledge and mastery of subject matter, teaching strategies, instructional techniques, and mastery of a range of teaching classroom management strategies necessary to meet the needs of pupils in different contexts 8) Ability to communicate effectively both orally and in writing c. Once the Joint Panel determines that Consulting Teachers will be needed, a notice of vacancy will be posted at all school sites and in the District Office. 14.3.2 Each applicant d. Following classroom observations of all candidates, the Joint Panel shall select the Consulting Teachers. e. From the Participating Teacher’s prioritized list of Consulting Teachers, the Joint Panel will select one to assist a Participating Teacher. The assigned Consulting Teacher will be notified of the placement, and may petition the Panel for an assignment change. f. A Consulting Teacher’s term will be three (3) years. Consulting Teachers who are selected but not assigned shall remain in the Consulting Teacher pool for possible future assignment as long as they continue to meet the minimum qualifications. g. The Panel will monitor the interventions of the Consulting Teachers and may reassign a Consulting Teacher at any time because of specific needs of the PAR Program. The Panel will provide the Consulting Teacher with a written statement of the reasons for the position reassignment, and, at the request of the Consulting Teacher, will meet with him/her to discuss the reasons. h. A Consulting Teacher shall provide assistance to a Participating Teacher in improving instructional performance. This assistance may include, but not be required limited to, the following activities: 1) Reviewing a Principal’s summary report of concerns based upon the Participating Teacher’s unsatisfactory performance evaluations in the areas of knowledge of subject matter and/or instructional strategies. 2) Meeting with the Participating Teacher first and then the principal to submitgain a better understanding of the type of assistance that is needed. 3) Developing goals and a plan of assistance in cooperation with the Principal and Participating Teacher, and submitting such to the Joint Panel. 4) Conducting multiple observations of the Participating Teacher during periods of classroom instruction with both pre-observation and post- observation conferences. These observations should be a combination of scheduled and unscheduled visits. 5) Meeting frequently with the Participating Teacher and providing assistance to help him/her improve in the targeted areas. 6) Arranging for training and staff development activities to assist the Participating Teacher. 7) Arranging for the demonstration and observation of exemplary teaching practices for the Participating Teacher. 8) Meeting frequently with the principal and maintaining a cooperative working relationship. 9) Maintaining a log of observations, conferences, training, and interventions as well as keeping appropriate records of the Participating Teacher’s progress. 10) Providing written reports, at least every 6-8 weeks, to the Participating Teacher, Principal, and the Joint Panel that address the observations, conferences, training, interventions, and progress of the Participating Teacher. All reports shall be signed by the Consulting Teacher, Participating Teacher, and the Principal prior to submission to the Panel. 11) Submitting a final written report to the Joint Panel by April 1 which shall include: a) From a site principal or other school district administrator and,A summary of the assistance provided to the Participating Teacher. b) From an Association memberAn assessment of the Program’s effectiveness for the Participating Teacher. 14.3.3 Consulting Teachers shall be selected c) Copies of all logs and submitted for approval to the Governing Board by five (5progress reports. 12) affirmative votes Making available, as part of the Joint Committee following classroom observations by Participating Teacher’s annual evaluation, the committee membersresults of the teacher’s participation in the PAR. 14.3.4 i. A Consulting Teacher shall be provided necessary release time as approved by the Joint Committee. 14.3.5 A Consulting Teacher who has been selected to fill an administrative position within the District may not continue conduct observations, attend training sessions, and complete other responsibilities related to serve his/her duties as a Consulting Teacher. 14.3.6 The Joint Committee will monitor and evaluate . For activities that extend beyond or take place after the effectiveness of the Consulting Teachers and make decisions regarding their continuation in the program. The Joint Committee may remove regular workday, a Consulting Teacher from the position shall be compensated at any time because of the specific needs of the PAR ProgramConsulting Teacher rate of pay, unsatisfactory performance except during training sessions and meetings with the Joint Panel. In such cases, the rate of pay shall be the Task Force rate of pay. Total compensation shall not exceed an annual sum of four thousand dollars ($4,000). A budget of two thousand dollars ($2,000) shall be available for the Consulting TeacherTeacher and Participating Teacher to utilize for release time, or training sessions, and materials. An appeal for other reasons which serve the PAR Program's best interest. Prior additional hours and/or funds may be made to the effective date of such removal, the Joint Committee will meet with the Consulting TeacherPanel. 14.3.7 Consulting Teachers shall assist Participating Teachers by demonstrating, observing, coaching, conferencing, in-servicing, referring, or by any other activities which, in their professional judgement, will assist the Participating Teacher. 14.3.8 The j. A Consulting Teacher shall meet with the Referred Participating Teacher continue to discuss the PAR program, establish mutually agreed upon performance goals, develop the improvement plan, and develop a process for determining successful completion of the plan. The Consulting Teacher shall conduct multiple observations of the Referred Participating Teacher's performance with students, and shall meet with provide assistance to the Participating Teacher to review and discuss observations. 14.3.9 The Referred Participating Teacher shall be entitled to review all reports generated by the Consulting Teacher prior to their submission to the Joint Committee and to have affixed thereto his/her comments. To effectuate this right, the Consulting Teacher shall provide the Participating Teacher being reviewed with copies of such reports at least ten (10) working days prior to any such meeting. 14.3.10 The Consulting Teacher shall monitor the progress of the Referred Participating Teacher and provide periodic written reports to the Referred Participating Teacher for discussion and review, prior to sending periodic written reports to the Joint Committee. 14.3.11 The Consulting Teacher shall provide assistance, not to exceed one school year, to the Referred Teacher until he/she concludes that the teaching performance of the Referred Teacher is satisfactory, or that further assistance will not be productive. The Joint Committee may offer assistance beyond the onewith a possible 6-year period. A copy of the Consulting Teacher's Final Report shall be submitted to and discussed with the Referred Participating Teacher to receive his/her input before it is submitted to month extension by the Joint Committee. The Referred Participating Teacher shall sign the report to indicate that he/she received a copy. The Referred Participating Teacher shall have the right to submit a written response that shall be attached to the Consulting Teacher's report, within ten (10) working days. The Referred Participating Teacher shall also have the right to request and meet with the Joint Committee to discuss the Consulting Teacher's report accompanied by an Association representativePanel. 14.3.12 The results of the Referred Participating Teacher's participation in the PAR program shall be made available for placement in his/her personnel file, and may be used in the evaluation of the Referred Participating Teacher. 14.3.13 Upon the completion of the contracted term of service as a Consulting Teacher, if the Consulting Teacher were released from regular classroom duties, he/she shall be returned 14.3.14 The District shall defend and hold harmless individual members of the Joint Committee and Consulting Teachers from any lawsuit or claim arising out of the performance of their duties under this Program. The Association retains the right to participate in the litigation. 14.3.15 Consulting Teachers, Support Providers, and teacher members of the Joint Committee shall not be considered management or supervisory employees as defined in the Educational Employment Relations Act, and shall retain their status as bargaining unit members.
