Consulting Teacher. Under the direction of the Principal, the consulting teacher is responsible for the student support program. This means supplementing the instructional and behavioral management program for identified special needs students.
Consulting Teacher a. The Board of Education and/or its agent(s) shall select the consulting teacher from a list in accordance with Section 24 A of the School Code.
b. The consulting teacher so chosen shall be notified in writing and such written notice shall specifically state that acceptance is voluntary.
c. Where no consulting teacher is available in the district, the district shall request the State Board of Education to provide a consulting teacher. The State Board of Education shall thereupon provide a consulting teacher who meets the requirements as listed in this document. The consulting teacher shall be governed by its relative parts of the bargaining agreement.
d. The consulting teacher shall provide advice to the teacher, rated as unsatisfactory, on how to improve teaching skills and to successfully complete the remediation plan.
e. The consulting teacher shall not participate in any of the required quarterly evaluations, nor be engaged to evaluate the performance of the teacher under remediation.
f. The consulting teacher shall be informed, through conferences with the qualified administrator and the teacher under remediation, of the results of formal and informal observations and evaluations in order to continue to provide assistance to the teacher under a remediation plan.
g. If the consulting teacher becomes unavailable during the course of a remediation plan, a new consulting teacher shall be selected in the same manner as the initial consulting teacher. The remediation plan shall be amended as necessary upon consultation with the new consulting teacher.
h. A consulting teacher shall receive a predetermined amount of release time per week to perform the duties of a consulting teacher. A consulting teacher shall suffer no loss of any assigned preparation time to which they would regularly and ordinarily be entitled. In addition, they shall be provided clerical assistance necessary in performing the functions of a consulting teacher.
i. The consulting teacher shall not participate in the formal evaluation process; however, the consulting teacher will be allowed to observe the remediating teacher's performance during the remediating teacher's regular classroom time. The sole purpose of such observations by the consulting teacher would be to provide the remediating teacher with feedback and suggestions for improvement. . j The consulting teacher shall not make any statements or comments about the performance of the remediating teacher to anyone other than the tea...
Consulting Teacher. A Consulting Teacher is a permanent classroom teacher selected 37 by the Peer Assistance and Review Panel to provide support to a Participating Teacher 38 and/or to assume additional responsibilities determined as appropriate by the Peer 39 Assistance and Review Panel or the District. These responsibilities may include: 40
41 a. Assistance and guidance to experienced teachers upon mutual agreement of the 42 parties.
43 b. Staff development activities appropriate for certificated employees. 44 c. Collaborative lesson planning 45
Consulting Teacher. The qualifications for the Consulting Teacher shall be set forth in the Rules and Procedures developed by the Joint Committee, provided that the following shall constitute minimum qualifications: credentialed classroom teacher with permanent status with at least four (4) years consecutive teaching experience; substantial recent experience in classroom instruction; and demonstrated exemplary teaching ability, as indicated by effective oral and written communication skills, subject matter knowledge, and mastery of a range of teaching strategies necessary to meet the needs of pupils in different contexts. A Consulting Teacher cannot be a member of the Joint Committee.
23.7.1 Consulting Teacher positions shall be filled by the posting of the position by the District. Each applicant is required to submit a completed application. All applications shall be treated with confidentiality and they shall not be placed in a Consulting Teachers personnel file. The Joint Committee procedures for selecting Consulting Teachers shall include provisions for classroom observation of the Consulting Teacher Candidates.
23.7.2 A Consulting Teacher shall be provided release time as determined by the Joint Committee. The term of the Consulting Teacher shall be two (2) years, and s/he may not serve in the position for more than two (2) consecutive terms.
23.7.3 Functions performed pursuant to this Article by bargaining unit members shall not constitute either management or supervisory functions. The Consulting Teacher shall retain all rights of bargaining unit members. A Consulting Teacher may not be appointed to a site administrative position until two full years after the expiration of their Consulting Teacher term.
Consulting Teacher. 12.11.3.1 A Consulting Teacher is a teacher who provides assistance to a Participating Teacher pursuant to the PAR program. Consulting Teachers must meet the following criteria. • Permanent status classroom teacher employed by the District and a member of FCEA; • At least five (5) years substantial recent experience in classroom instruction; • Demonstrated exemplary teaching ability as indicated by mastery of subject matter, teaching strategies, instructional techniques, and classroom management strategies necessary to meet the needs of pupils in different contexts; • Ability to communicate effectively both orally and in writing; and • Ability to work cooperatively and effectively with others.
12.11.3.2 Consulting Teachers may be full, part time, or released as needed. A Consulting Teacher provides assistance to a Participating Teacher in improving instructional performance. This assistance may include, but is not limited to: • Conducting an initial meeting with the Evaluator and Participating Teacher to discuss the Participating Teacher’s evaluation and perceived performance deficiencies; • Setting and discussing performance goals with the Participating Teacher and Evaluator; • Developing an Assistance Plan in collaboration with the Participating Teacher. The Assistance Plan shall be reviewed and approved by the Joint Committee; • Conducting multiple observations of the Participating Teacher during periods of classroom instruction; • Demonstrating good instructional practice to the Participating Teacher. • Using District resources to assist the Participating Teacher; • Monitoring the progress of the Participating Teacher and maintaining a meeting log; • Making status reports to the Joint Committee for a Referred Participating Teacher; • Conferring with the Evaluator and Participating Teacher as determined by the Consulting Teacher on the Participating Teacher’s participation in the above-listed items as indicated in the Assistance Plan.
12.11.3.3 The Consulting Teachers shall be selected by the Joint Committee after one or more members of the Joint Committee have conducted at least one site visitation and one classroom observation. The Joint Committee’s selection procedures, activities, and criteria, and its judgments regarding selection of Consulting Teachers shall not be subject to the grievance procedure.

Consulting Teacher. The Employer may use a “consulting teacher” to help formulate a remediation plan and to give advice to the employee under remediation. The Mattoon Education Association may, if it so chooses, supply a roster of qualified employees from whom the consulting teacher is to be selected. The consulting teacher must have at least five (5) years teaching experience, must have a reasonable familiarity with the assignment of the teacher being evaluated, and must have received an “excellent” rating on his most recent evaluation. The Employer will notify the employee in writing of his selection as consulting teacher. It will state in the notice that acceptance is voluntary. The Employer will not compel any employee, who is otherwise qualified, to participate in a remediation program as a consulting teacher. In the event that no employee is qualified, or no employee volunteers to be a consulting teacher, the Employer will request that the Regional Office of Education supply an individual who meets the criteria, or will choose a qualified employee from another Illinois school district.
A Mattoon Community Unit #2 consulting teacher will assist in his remediation responsibilities during the time when he is not scheduled to teach and will receive compensation at the hourly rate specified in Article 7. The consulting teacher will develop with the remediating teacher a consultation schedule which beyond forty (40) hours must be approved by the Superintendent. With respect to a teacher that has been rated “unsatisfactory,” the consulting teacher will make no evaluation in any circumstance. No statements by the consulting teacher about any aspect of the remediating teacher, either personal or related to the behavior under remediation, will be used in any evaluation, conversations, hearings, or records. It is the intention of the parties that any statements made by the consulting teacher to or about the remediating teacher are confidential between those two individuals and are not to be used by any other person for any reason. The Employer shall provide for the consulting teacher the same liability insurance protection as is provided for the school district administrators. If, after thirty (30) days of working with the consulting teacher, the remediating teacher determines that the consulting teacher is not helping him or her remediate, he or she may request another consulting teacher from the pool of consulting teachers by a written request to the participating principal.
Consulting Teacher. 1. The participation of the Consulting Teacher shall be voluntary.
2. Any statements made by a Consulting Teacher to anyone about a teacher under remediation, which are related to their function as a Consulting Teacher, are confidential and may not be used by any party (or their agents) in any subsequent evaluations, conversations, legal proceedings, hearings, etc. It is the intent of the parties that any statements made by the Consulting Teacher to or about the teacher under remediation shall be privileged and strictly confidential.
3. The Consulting Teacher shall not be engaged to evaluate the performance of the teacher under remediation, and the Consulting Teacher shall not testify on behalf of any party during a hearing on the dismissal of the teacher following remediation with respect to either the rating process or for opinions of the teacher’s performance under remediation.
4. The Board shall provide full legal assistance and completely hold harmless any Consulting Teacher who becomes a defendant in any type of litigation because of his/her involvement as a Consulting Teacher. Further, the Board agrees to fully indemnify any such Consulting Teacher for any legal costs, assessments, damages, bodily injury, etc., because of his/her involvement as a Consulting Teacher. If the involvement in any such legal proceeding requires time off from work, the teacher shall not suffer any loss of pay, leave days, seniority, or fringe benefits.
5. The Consulting Teacher shall:
Consulting Teacher. 19.9.1 A Consulting Teacher is a teacher who provides assistance to a Participating Teacher pursuant to the PAR program. The qualifications for the Consulting Teacher shall be set forth in the Rules and Procedures, provided that the following shall constitute minimum qualifications:
19.9.1.1 A credentialed teacher with permanent status.
19.9.1.2 Substantial recent experience in classroom instruction.
19.9.1.3 Demonstrated exemplary teaching ability, as indicated by, among other things, effective communication skills, subject matter knowledge, and mastery of a range of teaching strategies necessary to meet the needs of pupils in different contexts.
19.9.1.4 A minimum of five years of experience in the Vacaville Unified School District.
19.9.1.5 Ability to work cooperatively and effectively with colleagues.
19.9.1.6 Ability to work within estimated timelines.
19.9.2 The Joint Committee shall appoint Consulting Teachers who will assist participants in the Peer Assistance Program.
19.9.3 Compensation for consulting Teachers shall be determined annually by the Joint Committee, based upon PAR Program funding. A Consulting Teacher who is assigned a Referred Participating Teacher shall receive stipend to be determined by the Joint Committee, based upon PAR Program funding.
19.9.4 No Consulting Teacher shall have more than one Referred Participating Teacher in their annual workload.
Consulting Teacher. No Bargaining Unit Member shall be required to serve as a consulting teacher. Compensation for consulting teachers shall, in each instance, be agreed upon by the Board, the Association, and the consulting teacher.
Consulting Teacher. A. A teacher shall be eligible to work as a consulting teacher provided the teacher meets the following criteria:
1. Is a teacher as defined by this Agreement.
2. Has at least five (5) years of teaching experience.
3. Has reasonable familiarity with the assignment of the teacher to whom he/she may serve as consultant.
4. Has received an “excellent” on his/her most recent evaluation.
B. The Board shall furnish the Union with a roster of all teachers qualified as consulting teachers and shall update such roster from time to time as names are added or deleted. The roster shall include the discipline and/or qualified teaching area of each teacher. When a consulting teacher is needed and written notice of such is delivered to the Union, the Union shall submit to the Administration a roster of at least five (5) qualified teachers or all such qualified teachers if that number is less than five (5). The Administration shall select the consulting teacher from the roster submitted by the Union. If the Union fails to submit a roster within ten (10) school days of receipt of request for such roster, the Administration may select the consulting teacher. Any teacher may decline to serve as a consulting teacher. To the extent possible, consulting teachers shall be selected on a rotating basis.
C. A consulting teacher in the District shall receive released time (schedule to be worked out as part of any remediation plan) to perform his/her duty as a consulting teacher and/or shall receive a stipend which shall be acceptable to the Union and the consulting teacher.
D. The consulting teacher shall not be required by the Board or Union to participate in any dismissal hearing. The Board shall hold harmless consulting teachers from any liability arising from the performance of their duties as consulting teachers.
