Consulting Teachers. 31.3.1 A Consulting Teacher is a permanent unit member who provides assistance to a Participating Teacher pursuant to the PAR Program. Consulting Teachers shall possess the following qualifications: 31.3.1.1 At least five (5) years of recent experience in the District as a classroom teacher. 31.3.1.2 Demonstrated exemplary teaching ability. 31.3.1.3 Shows effective communication skills, subject matter knowledge and mastery of a range of teaching strategies necessary to meet the needs of pupils in different contexts, i.e. regular education, special education, EL, and any other contexts. 31.3.1.4 Ability to work cooperatively and effectively with others. 31.3.2 A Consulting Teacher provides assistance to participating teachers in improving instructional performance. This assistance will typically include: 31.3.2.1 The Consulting Teacher and the Site Administrator shall meet with the Participating Teacher to discuss the PAR Program, to establish mutually agreed upon performance goals in the areas of instructional strategies and/or subject content. 31.3.2.2 The Consulting Teacher and the Participating Teacher shall develop the assistance plan and develop a process for determining successful completion of the PAR Program. 31.3.2.3 Consulting Teachers shall assist Participating Teachers by conducting multiple classroom observations, demonstrating good teaching strategies, coaching, conferencing, referring or by other activities, which in their professional judgment, will assist the Participating Teacher. 31.3.2.4 The Consulting Teacher shall monitor the progress of the Participating Teacher and shall submit to and discuss with the Participating Teacher their periodic written reports. 31.3.2.5 The PAR Consulting Teacher and the Site Administrator are expected to strive for a cooperative relationship. 31.3.3 The application process for consulting teacher positions shall include: 31.3.3.1 A notice of vacancy will be posted at all sites and in the District office. 31.3.3.2 Applicants shall submit an application form. 31.3.3.3 Applicants shall submit at least three (3) references from individuals who have direct knowledge of the applicant's abilities. 31.3.3.4 All applications and references shall be treated with confidentiality. 31.3.4 Consulting Teachers shall be trained to offer peer assistance and to understand the specific functions of the PAR Program. The Joint Panel shall monitor and evaluate the effectiveness of the Consulting Teachers and make decisions regarding their continuation in the Program. 31.3.5 A Consulting Teacher shall be provided release time as deemed necessary by the Joint Panel. The term of the Consulting Teacher shall be two (2) years with the option of serving for a third (3rd) year subject to the approval of the Joint Panel. A teacher shall not be appointed to an administrative position in the District while serving as a Consulting Teacher or for one (1) full year after concluding service as a Consulting Teacher. 31.3.6 Functions performed pursuant to this Article by bargaining unit employees shall not constitute either management or supervisory functions. The consulting Teacher shall be entitled to all rights of bargaining unit members. In addition to the regular salary, a Consulting Teacher shall receive a stipend of $1700 for each Participating Teacher for all consulting services beyond the regular workday and/or work year. If for any reason the consulting teacher does not complete his or her assignment, the stipend will be prorated accordingly. The number of Participating Teachers assigned to each Consulting Teacher, up to a maximum of two (2), shall be determined by the Joint Panel. 31.3.7 At the request of the Participating Teacher or the Consulting Teacher, the Joint Panel may assign a different Consulting Teacher to work with the Participating Teacher. 31.3.8 Teachers who are on the Joint Panel or who act as Consulting Teachers pursuant to this Agreement shall have the same protection from liability and access to appropriate defense as other public school employees pursuant to California Government Code Section 810. 31.3.9 The District shall defend individual Joint Panel Members and Consulting Teachers from any lawsuit or claim arising out of the performance of their duties as provided by the California Government Tort Claim Act. It is understood, that this section is specifically limited to Joint Panel Members and Consulting Teachers in the direct performance of their duties and responsibilities as provided under the AB1X Legislation.

The Joint Panel shall monitor and evaluate the effectiveness of the Consulting Teachers and make decisions regarding their continuation in the Program. 31.3.5 11.10.3.3 A Consulting Teacher shall be provided release time as deemed necessary selected by a majority of the Joint Panel after they have conducted classroom observations of the candidates. 11.10.3.4 The Consulting Teacher will be paid a stipend to be determined by the Joint Panel. . 11.10.3.5 The term of the Consulting Teacher shall be two (2) years with and the option of serving Joint Panel may reappoint Consulting Teachers for a third (3rd) year subject additional terms. 11.10.3.6 Consulting Teachers will be required to attend training programs designed to prepare them for their role. 11.10.3.7 Functions performed pursuant to the approval Article by bargaining unit members shall not constitute management or supervisory functions and will not include any type of evaluation. 11.10.3.8 Consulting Teachers shall assist Participating Teachers with demonstrations, classroom visitations during instruction, conferences, referrals or by other activities, which, in their professional judgment, will assist the Participating Teacher. 11.10.3.9 The Consulting Teacher and evaluator will have ongoing communication throughout the period of review. 11.10.3.10 The Consulting Teacher will submit a log/journal to the Joint Panel. A teacher shall not be appointed to an administrative position in copy of the District while serving as a Consulting Teacher or for one (1) full year after concluding service as a Consulting Teacher. 31.3.6 Functions performed pursuant to this Article by bargaining unit employees shall not constitute either management or supervisory functions. The consulting Teacher shall ’s log/journal will be entitled to all rights of bargaining unit members. In addition to discussed with the regular salary, a Consulting Teacher shall receive a stipend of $1700 for each Referred Participating Teacher for all consulting services beyond the regular workday and/or work year. Participating Teachers may request the log/journal to be placed in their personnel file. 31.3.7 At the request of the Participating Teacher or the Consulting Teacher, the Joint Panel may assign a different Consulting Teacher to work with the Participating Teacher. 31.3.8 11.10.3.11 Teachers who are on the Joint Panel or who act as Consulting Teachers pursuant to this Agreement shall have the same protection from liability and access to appropriate defense as other public school employees pursuant to California under Government Code Section 810. 31.3.9 The District shall defend individual Joint Panel Members and Consulting Teachers from any lawsuit or claim arising out Tort Claim Act (Division 3.6 commencing with section 810 of the performance Title I of their duties as provided by the California Government Tort Claim Act. It may, however, be necessary from time to time because of the number of teachers to be served, that a Consulting Teacher would not be full-time release. The PAR Council will make the decision if a Consulting Teacher is not to be released full- time. Consulting Teachers will have the same workday and year as specified in Article 5. 6.4.2 A Consulting Teacher provides assistance to participating teachers Participating Teachers in improving instructional performance. A minimum of two (2) representatives of the PAR Council will conduct a classroom observation of all final candidates prior to their selection. 6.4.4 Consulting Teachers will be trained to both offer peer assistance and to understand the specific functions of the PAR Program. The Joint Panel shall Council will monitor and evaluate the effectiveness of the Consulting Teachers and make decisions regarding their continuation in the Program. The PAR Council may request the removal of a Consulting Teacher from the position at any time because of the specific needs of the PAR Program, inadequate performance of the Consulting Teacher or other just cause. Request for removal shall be approved by an affirmative vote of at least five (5) PAR Council Members. The PAR Council Chairperson shall submit the request for removal to the Assistant Superintendent, Human Resources or designee. 31.3.5 A Consulting Teacher shall be provided release time as deemed necessary by the Joint Panel. 6.4.5 The term of the Consulting Teacher shall be two three (23) years with the option of serving for a third (3rd) fourth year subject to the approval of the Joint PanelPAR Council. A teacher shall not be appointed to an administrative position in the District while serving as a Consulting Teacher who has served a three-year or a four- year term may reapply after returning to the classroom for one two (12) full year after concluding service as a Consulting Teacheryears. 31.3.6 Functions performed pursuant to this Article by bargaining unit employees shall not constitute either management or supervisory functions. The consulting Teacher shall be entitled to all rights of bargaining unit members. 6.4.6 In addition to the regular salary, Consulting Teachers shall be paid an annual stipend of 7-½ % of their salary. In addition to their regular work year they may be required to work up to an additional ten (10) days and receive per diem compensation, provided the days have been pre-approved by the Assistant Superintendent, Human Resources and recommended by the PAR Council. 6.4.7 Upon completion of service as a Consulting Teacher, he/she will be returned to the position which he/she held prior to becoming a Consulting Teacher shall receive a stipend of $1700 for each Participating Teacher for all consulting services beyond the regular workday and/or work yearshould such position be vacant. If for any reason the consulting teacher does position is not complete his or her assignmentvacant, the stipend will Consulting Teacher shall be prorated accordinglyreturned to his/her former worksite. 6.4.8 Full-time Consulting Teachers shall have a caseload determined by a ratio of Consulting Teachers to Participating Teachers. Consulting Teachers. 31.3.1 11.10.3.1 A Consulting Teacher is a permanent unit member teacher who provides assistance to a Participating Teacher pursuant to the PAR Program. The qualifications for the Consulting Teachers Teacher shall possess be set forth in the Rules and Regulations, provided that the following shall constitute minimum qualifications: 31.3.1.1 At least five (5) years of a. A credentialed teacher with permanent status. b. Substantial recent experience in the District as a classroom teacherinstruction. 31.3.1.2 Demonstrated c. Demonstration of exemplary teaching ability. 31.3.1.3 Shows abilities, as indicated by effective communication skills, subject matter knowledge knowledge, and mastery of a range of teaching strategies necessary to meet the needs of pupils in different contexts, i.e. regular education, special education, EL, and any other contexts. 31.3.1.4 Ability to work cooperatively and effectively with others. 31.3.2 A Consulting Teacher provides assistance to participating teachers in improving instructional performance. This assistance will typically include: 31.3.2.1 The Consulting Teacher and the Site Administrator shall meet with the Participating Teacher to discuss the PAR Program, to establish mutually agreed upon performance goals in the areas of instructional strategies and/or subject content. 31.3.2.2 The Consulting Teacher and the Participating Teacher shall develop the assistance plan and develop a process for determining successful completion of the PAR Program. 31.3.2.3 Consulting Teachers shall assist Participating Teachers by conducting multiple classroom observations, demonstrating good teaching strategies, coaching, conferencing, referring or by other activities, which in their professional judgment, will assist the Participating Teacher. 31.3.2.4 The Consulting Teacher shall monitor the progress of the Participating Teacher and shall submit to and discuss with the Participating Teacher their periodic written reports. 31.3.2.5 The PAR Consulting Teacher and the Site Administrator are expected to strive 11.10.3.2 In applying for a cooperative relationship. 31.3.3 The application process for consulting teacher positions shall include: 31.3.3.1 A notice of vacancy will be posted at all sites and in the District office. 31.3.3.2 Applicants shall position as a Consulting Teacher, each applicant is required to submit an application form. 31.3.3.3 Applicants shall submit at least three (3) references from individuals who have direct with specific knowledge of his or her expertise. One of the applicant's abilitiesreferences must be from a site principal or instructional supervisor. 31.3.3.4 All applications and references shall be treated with confidentiality. 31.3.4 Consulting Teachers shall be trained to offer peer assistance and to understand the specific functions of the PAR Program. The Joint Panel shall monitor and evaluate the effectiveness of the Consulting Teachers and make decisions regarding their continuation in the Program. 31.3.5 11.10.3.3 A Consulting Teacher shall be provided release time as deemed necessary selected by a majority of the Joint Panel after they have conducted classroom observations of the candidates. 11.10.3.4 The Consulting Teacher will be paid a stipend to be determined by the Joint Panel. . 11.10.3.5 The term of the Consulting Teacher shall be two (2) years with the option of serving for a third (3rd) year subject to the approval of and the Joint Panel. A teacher shall not be appointed to an administrative position in the District while serving as a Panel may reappoint Consulting Teacher or Teachers for one (1) full year after concluding service as a Consulting Teacheradditional terms. 31.3.6 11.10.3.6 Consulting Teachers will be required to attend training programs designed to prepare them for their role. 11.10.3.7 Functions performed pursuant to this Article by bargaining unit employees members shall not constitute either management or supervisory functions. The consulting Teacher functions and will not include any type of evaluation. 11.10.3.8 Consulting Teachers shall be entitled to all rights of bargaining unit members. In addition to the regular salary, a Consulting Teacher shall receive a stipend of $1700 for each Participating Teacher for all consulting services beyond the regular workday and/or work year. If for any reason the consulting teacher does not complete his or her assignment, the stipend will be prorated accordingly. The number of assist Participating Teachers assigned to each Consulting Teacherwith demonstrations, up to a maximum of two (2)classroom visitations during instruction, shall be determined conferences, referrals or by the Joint Panel. 31.3.7 At the request of the Participating Teacher or the Consulting Teacherother activities which, the Joint Panel may assign a different Consulting Teacher to work with in their professional judgment, will assist the Participating Teacher. 31.3.8 Teachers who are on 11.10.3.9 The Consulting Teacher and evaluator will have ongoing communication throughout the period of review. 11.10.3.10 The Consulting Teacher will submit a log/journal to the Joint Panel or who act as Consulting Teachers pursuant to this Agreement shall have the same protection from liability and access to appropriate defense as other public school employees pursuant to California Government Code Section 810. 31.3.9 The District shall defend individual Joint Panel Members and Consulting Teachers from any lawsuit or claim arising out Panel. A copy of the performance of Consulting Teacher’s log/journal will be discussed with the Referred Participating Teacher to receive his/her signature before it is submitted to the Joint Panel. Participating Teachers may request the log/journal to be placed in their duties as provided by the California Government Tort Claim Act. It is understood, that this section is specifically limited to Joint Panel Members and Consulting Teachers in the direct performance of their duties and responsibilities as provided under the AB1X Legislationpersonnel file.
