The agreement specifies the responsibilities and terms of the appointment and management of the York Region Transit Special Constables with the key items noted as follows: • Term of the agreement and renewal options. • Minimum qualifications, recruitment, background checks and appointment procedures. • Enforcement training as delivered by York Regional Police. • Identification of Special Constables for Ministry approval requirements. • Ensuring integrity and delegation of powers, duties and responsibilities to enforce POP fare payment and to protect the safety of passengers and staff. • Equipment specifications. • Reporting requirements. • Accountability and supervision by YRT management. • Cost sharing arrangement with York Regional Police. • Rigorous Ministry-mandated complaint investigation procedure by YRT in consultation with York Regional Police. • Insurance and Indemnity.
