Contracting-Out Review Committee. The parties shall form a Contracting-Out Review Committee that shall meet periodically, but not less than once per quarter. The committee shall be composed of an equal number of PSEA- appointed committee members and District management employees. The committee will report its findings and make its recommendations to the negotiating teams designated to negotiate a successor agreement. The District shall provide committee members with a description of all bargaining unit work contracted out by the District. The committee shall discuss the following issues: (A) The efforts of the District to engage in competitive recruitment for the positions; (B) Whether the work contracted out is work which was previously contracted out by the District; (C) Whether the work contracted out is work that was previously performed by employees who were laid off or reduced in hours; and (D) The cost of District of contracting out the work vis-a-vis the cost of hiring regular employees.
