Cost Controls. The Grantee will comply with HUD guidance and policies regarding cost controls that establish reasonable costs for administration, planning, technical assistance, and fees and costs.
(a) These costs are limited to the costs of implementing the development as specifically approved by HUD, such as fees for development services, architectural and engineering work, program management (if any), and reasonable legal fees.
(b) You may not use HOPE VI Revitalization Grant funds to pay for any revitalization activities carried out on or before the date of the letter announcing the award of the HOPE VI Grant (May 20, 2011).

The continuation of the Professional Learning Program is expressly contingent upon working within the income and expenditures of the Professional Learning Program budget.

2.3.2. Provide updated cost estimates for the Program and the Project(s) at the Schematic Design, Design Development, and Construction Documents Phase as directed by District; coordinate with Design Team and reconcile cost estimates with Design Team’s estimates.
2.3.3. Develop and monitor an effective system of construction cost control for the Program. Program Manager shall identify variances between actual and budgeted or estimated costs and advice District and Design Team whenever a Program or Project cost exceeds budgets or estimates. Program Manager shall ensure that Construction Manager(s) manage the construction bids and contracts in accordance with the Program Budget
