COVERED POPULATION. The eligible population consists of those BadgerCare Plus eligible children and adolescents who meet the following criteria: A. RESIDENCY The child/adolescent and the parents, guardian or primary caregiver of the eligible children and adolescents will live in Milwaukee County unless the eligible child is legally the responsibility of the County.
