Creation of New Position. 24.02.01 Should the Board create a new position, the Parties shall negotiate and reach an agreement on the annual salary, benefits and the allowances, if any, and other circumstances affecting the filling of the position. If no agreement is reached, the matter may be submitted to arbitration. The annual salary, benefits and allowances, if any, shall be payable from the effective date of the appointment. Nothing in this Article prevents the Board from proceeding with the filling of the position and the commencement of employment prior to the completion of the negotiations or the arbitration. 24.02.02 All postings shall include the title of the position, a job description, requisite experience if any, qualifications and effective date. 24.02.03 The parties agree that no member of the bargaining unit shall have a right to a new position based on seniority or recall rights.
