Credit Hours. A. Employees who work FWSs, including the “Maxiflex 5/4-9”, may earn credit hours. Employees who are in designated fixed schedule positions and employees who work CWSs are not eligible to earn credit hours. B. Employees who wish to work credit hours must request to do so in advance. Supervisors shall approve or deny such requests promptly. Upon request of the employee, the earning of credit hours may be approved retroactively where the circumstances warrant (e.g., where it was impractical for the employee to obtain advance approval and performing the work was necessary). 1. Full-time employees may accumulate and carry over from one pay period to another a total of no more than 24 credit hours. Part-time employees may accumulate and carry over from one pay period to another a total of no more than ¼ of the hours in their biweekly basic work requirement. A full-time employee who has accumulated more than 24 credit hours (or a part-time employee who has accumulated more than the maximum allowed) is subject to forfeiture of the excess hours if they are not used prior to the end of the pay period. Credit Hours. A. Employees who work FWSsa Maxiflex or Flexitour schedule may earn credit hours by working beyond their normal tour of duty. An employee may carry over a maximum of 24 credit hours at the end of any pay period. There is no time limit for using credit hours. However, including should an employee leave NAD, the “Maxiflex 5/4hours will be paid in a lump sum at the employee’s current regular hourly rate of pay. B. If an employee wishes to earn credit hours, he or she must receive prior supervisory approval on a prescribed form (see Appendix C). Hearing Officers are authorized to earn up to 4 credit hours per pay period without prior supervisory approval. C. An employee may not earn credit hours on the same day that he or she uses credit hours or leave. An employee must earn credit hours within regular operating hours (5:30 a.m – 6:30 p.m). Credit hours will be earned in 15 minute increments. D. An employee may use credit hours in 15 minute increments just like annual leave by submitting an Application for Leave (OPM-71) to the supervisor. Employees may use credit hours in lieu of sick leave, but employees on formal leave restriction, which requires documentation for use of sick leave, must submit proper documentation. G. Requests to use credit hours have the same priority as annual leave. In the event of conflicts over a day off, it does not matter whether annual leave or credit hours have been requested. H. For approval purposes, credit hours are treated just like annual leave. I. Employees cannot be forced to use credit hours. Employees cannot be forced to earn credit hours. Credit Hours. A. Employees who are on NEWFlex work FWSsschedules may participate in the Credit Hour Program. Unless a supervisor approves an exception as explained below, including an employee must submit to his or her supervisor and must obtain that supervisor’s prior concurrence of a plan documented via the “Maxiflex 5/4Leave/Additional Hours Request” function in the Human Resources Management System (HRMS). The plan reflects the days and clock hours that the employee wishes to earn and/or use credit hours. If it is impractical to request and obtain prior approval via the HRMS request function, the employee may request and obtain verbal approval, normally prior to earning and/ or using credit hours, subject to subsequent confirmation via the HRMS request function, unless the supervisor, at his or her sole discretion, permits the plan to be requested only verbally and grants approval only verbally without a requirement for subsequent written confirmation via the HRMS request function. If an employee wishes to deviate from an approved plan, he or she must typically obtain his or her approving official’s prior verbal approval. Actual credit hours earned or used are recorded by the employee and reviewed and approved as appropriate by the supervisor via the HRMS “Timesheet” function, and employees will not be required to revise an original credit hour request in HRMS. Approval of an employee’s request to earn credit hours will be based on work requirements including, but not limited to: office coverage; training; participation in collaborative projects; and the need for direct supervision due to less than satisfactory performance or identified time and attendance issues. Credit hours may be earned at the employee’s worksite, whether it is on the agency’s premises, at a temporary duty location, or at an alternate work location under an approved Telework Program. Employees may earn credit hours by working earlier than their scheduled arrival time or by working later than their scheduled departure time, but no earlier than 5:00 a.m. and no later than 8:00 p.m. (as late as 11:00 p.m., if the office or region permits basic workdays to end that late). Credit hours are allowable only on permissible basic workdays, which do not include holidays.
