Definition of a Temporary Vacancy. 46.1 A "temporary vacancy" is a vacancy on a run or job caused by the regularly assigned locomotive engineer being absent from duty or filling another temporary vacancy or temporary assignment. A temporary vacancy occurs at the time a locomotive engineer is required to report for duty to replace a regularly assigned locomotive engineer and ceases when the regularly assigned locomotive engineer reports for duty, in accordance with the provisions of paragraph 54.2 of Article 54.
