Random testing is considered to be an effective deterrent to substance abuse. Covered drivers are required to be randomly tested under DOT regulations.

Definition of Random Test. A random test is a test that is unannounced, and where every person in the random selection "pool" has an equal chance of being selected for testing each time a selection occurs. Random testing is considered to be an effective deterrent to substance abuse. Covered drivers are required to be randomly tested under DOT regulations. Method of Random Selection: LCRD has contracted with an outside drug testing management service (see Appendix D) to perform computerized random selections on its covered employees as part of a Vehicle Operators' Consortium. Selections occur such that testing days are spread reasonably throughout each year.
