Departmental Needs. It is recognized that in order to overcome any shortages of eligible members for promotion, it may be necessary to relax the eligibility requirements when making such promotions. In such cases, the intent of the policy will be followed taking into consideration the qualifications of those members applying for the promotion, and any promotion under this section will be discussed at a Labour Management Meeting prior to any action being taken.
