Develop Performance Measures. Working with the Project Team and long range planners in the Study Area, this task will develop a framework for how the Eight County Freight Plan can assess the performance of the Study Area’s freight system and make improvements. We will develop goals that link to the Project Team’s vision, and bring clarity to what is important to the Study Area’s freight system (e.g., mobility, condition, safety, economic development, etc.). We will propose at least one freight performance measure that links to each freight goal. These measures may already exist within the Project Team’s, IADOT’s, IDOT’s or others performance programs (e.g., pavement condition), and could reflect the new required freight performance measures from the FAST Act related to truck delay and reliability (i.e., mobility). We will assess the transportation system using the freight performance measures to ensure we are focusing on areas of greatest importance to the Study Area. And, using the results from the performance assessment, we will recommend freight strategies to mitigate existing conditions that directly link to what the Study Area wants its future to look like (Task 3).
