EHC Needs Assessment Process. The EHC Needs Assessment must be completed within 20 weeks of receipt of the request. The LA has 6 weeks to make a decision whether or not to assess. If the decision is made to assess, advice requested from professionals must be returned within 6 weeks of the date of the request for advice. The LA has 16 weeks from the receipt of the request for an EHC Needs Assessment to make a decision whether or not to issue a plan. If a decision is made that an EHCP is required, the local authority must send the draft Education, Health and Care Plan (including the appendices containing the advice and information gathered during the Education, Health and Care Needs Assessment) to the child/young person/parent and give them at least 15 days to provide their views and make representations on the content.   • Needs Assessment 1. The Contractor shall conduct a cultural and linguistic group-needs assessment of the eligible client population in the Contractor’s service area to assess the language needs of the population and determine what reasonable steps are necessary to ensure meaningful access to services and activities to eligible individuals.
