Eligibility for Reemployment. Reemployment shall be in the reverse order of a layoff. Unit members who are laid off are eligible for reemployment for a period of 39 months and shall be reemployed in preference to new applicants. In addition, such unit members laid off shall have the right to apply for promotional positions within the District during the 39- month period.
