Emergency and Other Expenditures Outside Work Programmes and Budgets. (a) Without further approval by the Ministry, the Contractor may over-expend, by the lesser of fifty thousand United States Dollars (USD 500,000) or two and a half percent (2.5%) on any line item in an approved Work Programme and Budget for a Contract Year.
