It is the desire and goal of both parties that all matters, which under this AGREEMENT would be the proper subject matter for a GRIEVANCE, shall be resolved, if at all possible, without the filing of a formal GRIEVANCE, and every reasonable effort shall be used to reach a solution at this level.
