Employees falling into the above category shall not receive the negotiated increases provided in Appendix "A". The foregoing shall apply in each circumstance until such time as the rate of pay for the classification in which the affected employees are employed exceeds their rate of pay as fixed and determined by the foregoing application at which time the maximum of the classification in which these employees are employed shall become their new rate of pay.
