The Employer agrees, where possible, considering, e.g. confidentiality or time constraints, that reports or recommendations which relate to conditions of employment and which effect employees within this Bargaining Unit shall be communicated to the Union in time to afford the Union a reasonable opportunity to consider them before they are dealt with.
