FEDERATION RIGHTS. A. The Federation may use District facilities. It shall comply with all reasonable District rules and regulations governing their use. B. The Federation shall have the right to post notices on bulletin boards designated by the District, or portions of bulletin boards, of reasonable size designated by the District. These bulletin boards, or designated portions thereof, will be easily accessible, for the exclusive use of the Federation, and in areas frequented by unit members. C. F. The District shall provide the Federation with two (2) copies of each Board meeting agenda at the time they are made available to the members of the Board of Education. G. A list of names, addresses, telephone numbers and sites of unit members shall be provided to the Federation in September of each school year. The release of addresses and telephone numbers shall occur unless unit members provide written requests not to release this information. H. Unit members are entitled to be represented by the Federation in their employment relationships with the District as required by law. Such representation may include, but is not limited to, attendance at disciplinary and investigatory meetings that may lead to disciplinary action. I. The Federation shall be entitled to twenty (20) days of release time each school year for use by the Federation President, or designee, in processing grievances or conducting other Federation business if the duties occur on scheduled work days. The Federation with prior District consent may purchase additional days of release time for Federation business at the cost of the involved unit member’s substitute, if one is used. The Federation shall make a written request to the Adult Education Director, or designee, at least twenty-four (24) hours prior to the date of the requested release time. J. Up to six (6) unit members shall be granted either paid release time from teaching duties or regular hourly pay for each negotiating session. This compensation shall not exceed what the unit member would have earned on that day. K. The District shall provide the Federation with all information required by law and necessary for the proper enforcement of the terms of this contract. L. The Federation shall be entitled to select unit members to serve on District committees when union participation is requested by the District. M. Upon hiring, the District shall provide each new unit member with a copy of the Collective Bargaining Agreement and other information provided by the Federation. N. The District shall deduct Federation membership dues from the pay of Federation members, subject to the following conditions: 1. Deductions shall be made only upon submission to the District of an authorization card duly completed by the unit member. 2. Deductions shall be for one-tenth (1/10th) of annual Federation dues for each month except August and September. 3. Authorizations shall continue in effect unless terminated by written notice from the Federation to the District. The District shall not process the request for ten (10) working days. During this time, the District shall notify the Federation of the unit member’s request. Unless the District receives notice from the unit member, the District shall process the unit member’s request at the end of the 10th working day. 4. Deduction amounts shall be changed upon written notice from the Federation. 5. The District shall remit monthly membership dues deductions along with an alphabetical list of unit members for whom such deductions have been made to the Federation. O. The Adult Education Program shall establish a Technology Advisory Committee, which shall meet to discuss and make recommendations on all issues related to the Adult School’s computer and technology needs for all expenditures in excess of $4,000. The Federation may at their discretion present a brief statement at new teacher/employee meetings or orientations. The Federation may at their discretion also make a brief announcement at the first yearly campus (work site) meeting. 5. The Federation shall be permitted to transact official use the employee mailboxes at District work sites for the dissemination of literature. The union must carry the material to be disseminated to each site and place the material in the mail boxes. All material to be placed in the mailboxes will be cleared by the site administrator, and shall only prohibit dissemination of material for good cause shown. The Federation shall not distribute libelous, slanderous material or defamatory materials. Each employee shall have a district mailbox at the employee’s designated work location. 6. The Federation shall be granted ten (10) paid leave days during which the Federation representatives may conduct Federation business. The District shall also grant the Federation ten (10) days for the same purposes, but the Federation shall reimburse the District the substitute cost, if any, for these days. 7. The President of the Federation or a designee, may be permitted to take union leave in one hour increments for the purpose of conducting Federation business subject to the approval of the building administrator. 8. District will be provided a list of union members who are authorized to use this leave. Federation members who use the leave will call into the sub=finder system and provide appropriate leave forms. 9. The Federation shall be provided with site unit members at least the following budget information, upon written request at the time it is submitted to the District Board of Education or the Public Education Department. This information may be provided through electronic means. 9.1 A copy of the tentative/proposed operational budget including all worksheets and salary schedules; 9.2 A copy of the final operational budget including all worksheets and salary schedules; 9.3 A copy of the operational budget report on school property a monthly and quarterly basis to include budget amendment requests, budget transfers, budget line item as adjusted, expenditures during the current period, total expenditures to date, encumbrances and encumbered balances; 9.4 A copy of the forty (40), eighty (80) and one hundred twenty (120) day student counts. 10. The Federation building representatives are recognized as Federation leaders in their respective work sites. This recognition carries with it the right of the representatives to carry out their Federation responsibilities on non-duty/non-work time. As long as they do not interfere with student learning the educational process in the school, the delivery of services, or staff the performance of the employee job duties. F. The Federation shall have the right to post notices distribute organizational materials on bulletin boards designated by District property. The distribution of organizational materials shall take place in such a manner that employees are not distracted from performing their duties and in a manner that is not disruptive to the District, or portions of teaching process. 2. The Federation shall have the right to use without charge the institutional bulletin boards, of reasonable size designated by the District. These bulletin boards, or designated portions thereof, will be easily accessible, for the exclusive use of the Federationmailboxes, and in areas frequented by unit members. C. The Federation may use the District mail service to system. The Federation communications placed in staff mailboxes shall bear the extent permitted by law, and unit member mail boxes for written communication. D. Upon advance request, and depending upon availability, the Federation will be granted without cost the use of District facilities, audio-visual equipment, and duplicating equipment in connection therewith, The Federation shall reimburse the District, at District cost, for all material expended. 5. Upon request, the Federation shall be provided with District reports and data when they are available to the public. 6. The Federation shall be supplied with a seniority roster of all bargaining unit members annually on August 1st. 7. The District shall provide the Federation with two (2) copies of each Board meeting agenda at the time they are made available to the members of the Board of Education. G. A list of names, addresses, telephone numbers and sites of unit members shall be provided to the Federation in September of each school year. The release of addresses and telephone numbers shall occur unless unit members provide written requests not to release this information. H. Unit members are entitled to be represented by the Federation in their employment relationships with the District as required by law. Such representation may include, but is not limited to, attendance at disciplinary and investigatory meetings that may lead to disciplinary action. I. The Federation shall be entitled to twenty (20) days of release time each school year for use by the Federation President, or designee, in processing grievances or conducting other Federation business if the duties occur on scheduled work days. The Federation with prior District consent may purchase additional days of release time for Federation business at the without cost of the involved unit member’s substitute, if one is used. The Federation shall make a written request to the Adult Education Director, or designee, at least twenty-four (24) hours prior to the date of the requested release time. J. Up to six (6) unit members shall be granted either paid release time from teaching duties or regular hourly pay for each negotiating session. This compensation shall not exceed what the unit member would have earned on that day. K. The District shall provide the Federation with all information required by law and necessary for the proper enforcement of the terms of this contract. L. The Federation shall be entitled to select unit members to serve on District committees when union participation is requested by the District. M. Upon hiring, the District shall provide each new unit member with a copy of the Collective Bargaining Agreement and other information provided by to each member of the Federationbargaining unit within thirty (30) days of ratification of this Agreement. An additional thirty (30) copies will be supplied upon request without cost. N. 8. The District shall deduct Federation membership dues from the pay of Federation members, subject to the following conditions: 1. Deductions President or his/her designee shall be made only upon submission granted thirty percent (30%) of his/her regular assignment as release time without loss of pay or benefits for any activities related to the District Federation business. 9. The Federation Grievance Officer shall be granted twenty percent (20%) of an authorization card duly completed by the his/her regular assignment as release time without loss of pay or benefits, to research and process any grievance for a bargaining unit member. This time must be scheduled with his or her immediate supervisor to be taken only as needed. 210. Deductions shall be for one-tenth (1/10th) of annual Federation dues for each month except August and September. 3. Authorizations shall continue in effect unless terminated by written notice from the Federation to the District. The District shall not process the request for ten (10) working days. During this timeUpon request, the District shall notify the Federation agrees to provide members of the unit member’s request. Unless Executive Board who represent the District receives notice from Union with a list of name(s) of all new probationary hires within the unit member, the District shall process the unit member’s request at the end of the 10th working day. 4. Deduction amounts shall be changed upon written notice from the Federation. 5. The District shall remit monthly membership dues deductions along with an alphabetical list of unit members for whom such deductions have been made to the Federation. O. The Adult Education Program shall establish a Technology Advisory Committee, which shall meet to discuss and make recommendations on all issues related to the Adult School’s computer and technology needs for all expenditures in excess of $4,000. All decisions of the Technology Advisory committee shall not be binding on the Adult Education Program. The Federation and the Adult Education Program Director shall each be entitled positions and programs to appoint three which they are assigned within thirty (330) members to the Committeecalendar days of assignment.
