Fuel Spills. Lessee shall develop plans to prevent and address fuel spills, including training and containment materials. Spill kits must be kept on site.
Fuel Spills. The US Coast Guard and the MDEQ must be notified anytime a spill produces sheen on the water. If this occurs, boaters should immediately contact the marina office at (000).000.0000, or after hours at (000).000.0000. Marina staff will initiate procedures to contain the spill and contact the necessary authorities. Every boat must be covered by an insurance policy which includes a fuel spill endorsement in an amount sufficient enough to cover the cost of cleanup resulting from the leak or spill. Proof of such coverage shall be provided upon demand. Bottom washing: There will be no bottom washing of boats inside the marina unless marina staff has approved the bottom washing in advance.
Fuel Spills.  Refueling. It is reasonably foreseeable that an accidental small spill during refueling could occur during any project. Most spills (50-99.8%) are less than 10 gallons in volume (37.85 liters (L)) (ADEC, 2007; Xxxxxxxx, Xxxxx and XxXxxxx, 2012; Xxxxx, 2009, NRC, 2003). The volume of potential at sea vessel transfer spills is estimated to range from <1 bbl up to 13 bbls. Previous NEPA analyses, such as those for Statoil (USDOI, BOEMRE, 2010a), ION (USDOI, BOEMRE, 2010b; USDOI, BOEM, 2012) and TGS (USDOI, BOEM, 2013), determined that a <1-13 bbl fuel spill would likely be localized and temporary.  Initial fueling will occur in West Dock or Endicott (BPXA, 2014b, p.4). The vessel will be fueled from a shore based location (BPXA, 2014b, p.7). Fuel transfers will be conducted in accordance with applicable regulatory requirements and meet BPXA’s Fluid Transfer Procedure requirements per BPXA’s approved Greater Prudhoe Bay and Xxxxxxxx Oil Discharge Prevention and Contingency Plans. (BPXA, 2013).  BPXA’s fluid transfer procedure requirements are mitigation measures aimed at preventing a fuel transfer spill from occurring. BPXA fueling procedures include spill management practices such as drip pan placement under any vehicle parked; and placement of liners or pads under all valves or connections to diesel fuel tanks. If a diesel spill were to occur, oil spill response procedures and equipment are in place to respond quickly, thereby minimizing the volume spilled and its distribution. For these reasons, small fuel transfer spills are not further analyzed in this document.
