General Authorities and Legal Rights. Nothing contained in this Agreement is intended to, or shall, limit the authority of the United States or California government to seek civil or criminal penalties or otherwise fulfill its enforcement and other responsibilities under the ESA or CESA or other applicable Federal or State law. Nothing contained in this Agreement limits the rights of the Permittees under the U.S. Constitution or other applicable Federal or State law to seek redress against the Wildlife Agencies as otherwise permitted by law.
