Xxxxx will work with the applicant and the County to confirm the appropriate approach to determine the significance of impacts associated with Project-generated GHG emissions under CEQA. In addition, the GHG emissions impact discussion will emphasize the state’s goals to increase the contribution from renewable energy sources through the Renewables Portfolio Standard and the potential offsetting of emissions from fossil fuel-based electrical generation. Xxxxx will quantify the GHG emissions benefit associated with generation of renewable energy to be consumed in place of non-renewable electrical power. Hazards and Hazardous Materials Preparation of the Hazards and Hazardous Materials section will be based, in part, on the Phase 1 ESA prepared by the applicant team. It is assumed compliance with applicable federal, state and County ordinances and requirements could mitigate potential impacts. The County requires preparation of a Hazardous Materials Business Plan that addresses transport and storage of regulated hazardous materials; disposal of excess materials, waste, and containers; and establishes emergency response to accidents involving regulated hazardous materials along with a Spill Prevention and Response Plan designed to minimize the potential for and adverse results from spills of hazardous or toxic materials. There is the potential this section could be ‘focused’ out of further evaluation in the EIR based on the Phase 1 ESA. However, this decision will be made after review of Project information and in consultation with County staff. Noise Xxxxx will conduct an acoustical assessment for the Project. The analysis will address potential noise and vibration impacts associated with construction, vehicular traffic and long-term operation of Project facilities. The Project area is currently comprised of lands designated in the County’s General Plan as agricultural and foothill pasture. The existing campground located south of the Project area has the potential to be impacted by noise from Project-related construction activities and long-term operation of the proposed facility. Xxxxx will quantify the existing ambient acoustical conditions in the Project vicinity. This includes conducting noise level measurements at up to two (2) short-term (i.e,. 10-15 minutes) measurement locations and one (1) long-term (typically 24-hours in duration) in the Project area to establish the baseline ambient noise environment. This scope includes the following: • Reengagement with CDFW on the Section 1600 SAA. • Negotiation with CDFW to resolve necessary mitigation. • Prepare the Habitat Management and Monitoring Plan (HMMP) and review by CDFW (see below). • Completion of the HMMP addressing CDFW comments. • Resolution of CTS 2081 issues (see below). • Draft SAA issuance by CDFW. • Review of Draft SAA by team and ACTC. • Final SAA issuance.

Preliminary Conservation Objectives The preliminary conservation objectives intended to be achieved through the Plan are to: Provide for the protection of species, natural communities, and ecosystems on a landscape level; Preserve the diversity of plant and animal communities throughout the Planning Area; Protect threatened, endangered or other special status plant and animal species, and minimize and mitigate the take or loss of proposed Covered Species; Identify and designate biologically sensitive habitat areas; Preserve habitat and contribute to the recovery of Covered Species; Reduce the need to list additional species; Set forth species specific goals and objectives; Set forth specific habitat-based goals and objectives expressed in terms of amount, quality, and connectivity of habitat; and [other items appropriate for specific Planning Agreement
