Grievance Procedure Step 4. Failing resolution at Step 3, or if the time limit for a reply has not been met, the grievance may be submitted to arbitration by the President of the Union, or their designate. In such a case, they will notify the Commission of their intention and will do so within: (a) 20 working days of receipt of the Commission’s reply; or (b) 20 working days after the Commission’s reply was due.
