HIRING, PROMOTION, LAY-OFF AND RECALL. 17.01 The Employer shall fill the job vacancies from within the bargaining unit before hiring new employees, provided employees are available with the necessary qualifications to fill the vacant position. The Employer shall notify the Union when vacancies occur.
