In June 2012, the Massachusetts. Department of Elementary and Secondary Education (DESE) promulgated updated educator license regulations, 306 CMR 7.00, to implement its new initiative to better educate students who are English Language Learners (XXXx) called Rethinking Equity and Teaching for English Language Learners (RETELL). The parties agree to the following provisions with respect to this initiative:
