Inability to Furnish Qualified Personnel. In the event the Union is unable to furnish qualified Deck Officers when called upon by the Employer to do so, the Employer may employ from any source it deems appropriate; provided, however, that the Union is immediately notified in writing of each such employment; and any Deck Officer so employed shall be subject to the requirements of Rule 3 of this Agreement.
