Joint Apprenticeship Committee. There It is hereby established mutually agreed that a Joint Apprenticeship Committee as defined in paragraph Committee, consisting of three (c3) hereofrepresentatives from the Association and three (3) representatives from the local Union will be selected and empowered to process all existing Apprentices and applications of employment of new hires into the Apprenticeship program. This Committee committee will continually review the status of each Apprentice until he/she successfully completes the required courses of study mandated to achieve the status of Journeyman. All actions performed by the JAC shall be composed governed by all applicable hiring rules or terms and conditions set forth in the collective bargaining agreement and as mandated by the NY & NJ State Apprenticeship hiring standards. In the event of four (4) membersa conflict, two (2) representing the Company and two (2) Journeymen/women employees representing the Union. The Chairperson shall be the Supervisor of Apprentices. The Committee shall meet once a month unless otherwise agreedcollective bargaining agreement will prevail. It shall be the duty of the Committee:JAC to conduct quarterly meetings to review and update progress reports in reference to all Apprentices working under the terms of this collective bargaining agreement. This information will be communicated to all responsible parties which includes the Apprentice Educational Coordinator, all signatory Employers and to the Local One IUEC Examining Board. All mandates of Apprenticeship training must be satisfied in order to implement appropriate wage and fringe increases as set forth in the provisions of this contract.
(1) To see No Apprentice/JIT may qualify or be raised to the capacity of Mechanic until he has worked for a period of three (3) years in the elevator industry, has successfully completed the required National Elevator Industry Educational Program courses, and has passed a mechanic's examination administered by the N.E.I.E.P. Director's office. Such examination shall be administered no less than once every twelve (12) months. An Apprentice/JIT who has successfully passed the Mechanic's examination shall become a Journeyman no later than (11) eleven months after the date of the examination. Should he fail to qualify, he cannot again take the mechanic's examination for a period of one (1) year. When a Company needs an additional Mechanic in Contract Service it shall have the right to upgrade an Apprentice from among the Apprentices on the payroll of the Company to the position of Temporary Mechanic. When the Company needs another Mechanic in Contract Service, it shall call the Union and request the referral of a Mechanic, in accordance with Section II hereof. Further openings for Mechanics and Temporary Mechanics shall be filled in the same alternative manner. If a Contract Service Mechanic or Mechanics are laid off by an Company signatory to this agreement subsequent to the designation of a Temporary Mechanic under this procedure, the Union may, pursuant to Section II of this Agreement, refer such laid off Contract Service Mechanic or Mechanics to the appropriate Company as a replacement for the Temporary Mechanic or Mechanics most recently designated pursuant to this procedure and the Employer shall put back to Apprentice status Apprentices working as Temporary Mechanics when their temporary assignment is completed or within 15 days of when the Employer is notified that each prospective apprentice there is interviewed a qualified Mechanic available, whichever comes first. This provision shall apply on an industry-wide basis. In such event the designated Temporary Mechanic or Mechanics in contract service will revert back to the prior status as an Apprentice. With respect to Construction, Modernization and impressed Repair, prior to making any Apprentice a Temporary Mechanic the Company will first request a Mechanic from the Local Union in accordance with Section II of this Agreement. If during the responsibilities he/she time an Apprentice is about working as a Temporary Mechanic the Local Union can refer a Mechanic in accordance with Section II of this Agreement then the Company agrees that such Temporary Mechanic will revert back to accept his prior status as well an Apprentice when their Temporary assignment is completed or within 15 days, whichever comes first. The last Temporary Mechanic made shall be the first required to revert back to Apprentice status on an industry-wide basis. It is understood, however, that such reverting back will not include a Mechanic laid off in Construction or Modernization requiring a Temporary Mechanic in Repair or Contract Service to revert back to Apprentice status, nor a Mechanic laid off in Contract service or Repair requiring a Temporary Mechanic in Construction or Modernization to revert back to Apprentice status unless qualified to perform the type of work in such department. A Company may also make an Apprentice a Temporary Mechanic to perform work as an adjuster, subject, however, to the benefits he/she prior agreement of the Business Manager of the Union. Each Union member of the joint Apprenticeship Committee will be paid his regular rate for time spent working on official business of the Joint Apprenticeship Committee for the hours he would otherwise agreedhave worked in the plant. It shall be the duty of the Committee:
(1) To see that interview successful applicants who have been forwarded to the Joint Apprenticeship Committee to evaluate interest, motivation, career objectives, attitude and stability.
2) To make final selection of applicants for the Apprenticeship Program with consultation as required by the Human Resources Department.
3) To interview and impress each prospective apprentice is interviewed and impressed with the responsibilities he/she is about to accept he has accepted as well as the benefits he/she he will receive.
(2) To accept or reject applicants for apprenticeship subject to final approval by the Human Resources Department of the Company as provided in paragraph (d) hereof. The acceptance or rejection of application for apprenticeship shall be governed by the standards established herein and shall not be subject to review through the grievance procedure, unless the Company has rejected the recommendation of the Committee with respect to the selection made.
(3) To hear and decide on questions involving apprentices which relate to their apprenticeship.
(4) To determine whether review from time to time the apprentice's scheduled wage increase shall be withheld in the event that he/she is delinquent in his/her progresscourses of shop training and school room instruction and to offer constructive suggestions for improvements where desirable.
(5) To review from time to time the progress of the individual apprentices in order that those persons making satisfactory progress may be given encouragement, and that those not making such progress may be given additional help or instruction where advisable.
6) To offer constructive suggestions for the improvement of training on the job.
(67) To certify the names of graduate apprentices in accordance with ARTICLE 16.
8) The Company will see to it that the Registration Agency and recommend that a Certificate minutes of Apprenticeship be awarded upon satisfactory completion of the requirements of apprenticeship established herein. No certificate Committee meetings will be issued furnished to and approved by the Registration Agency unless recommended by the Joint Apprenticeship Committee.
(79) To review the Foreperson's monthly report on each apprentice.

Joint Apprenticeship Committee. However, if only two (2) Journeymen/women employees representing members are present, of either party, they shall have authority to vote the Unionfull three (3) votes of the respective group.
2.04 Each group may request consultants to attend meetings. Such consultants may participate in discussions, but shall not vote on any matters.

(h) To formulate and carry out plans to create and maintain interest in the plant Apprentice Training Program;
(i) To ensure that the program is administered properly and periodically to review the successful completion progress of the apprentices.
2.06 The Company shall establish and install all apprenticeship programs. These programs shall be reviewed by the apprentices under these standardsJoint Apprenticeship Committee. Should the Joint Apprenticeship Committee be unable to agree, with regard to the content of any apprenticeship program, as established by the Company, the matters in dispute, which cannot be resolved by the Joint Apprenticeship Committee, shall be subject to Article 6 of the Collective Agreement.

Joint Apprenticeship Committee. There is hereby established a 26 .01 The Joint Apprenticeship Committee as defined in paragraph (c) hereof. This Committee shall be composed of four one (1) representative of the Company and one (1) representative of the Union. All apprentices employed under this Agreement shall be registered with the Apprenticeship Committee.
26.2 The funct ion of this Committee shall be to prescribe qualifications necessary for indenture, to establish a schedule of training for each period of apprenticeship and generally to supervise and administer the training and advancement of Apprentices within the industry.
26.3 Apprentice Assistants will he drawn by the Company through the Joint Apprenticeship Committee from eligible students attending a school or schools approved by the Joint Apprenticeship Committee. Apprentice Assistants drawn from such approved school or schools will be granted credits toward their period of apprenticeship according to the following schedule :
a) Four (4) members, months credit as an Apprent ice Assistant after successful completion of a one (1) year course at such approved schools ;
b) Nine (9) months credit as above after two (2) representing years ;
c) Fifteen (15) months credit as above after three years.
26.4 In the event that a suitable Apprent ice Assistant is unavailable from an approved school, the Company, through the Joint Apprent iceship Committee, may obtain apprentices from any other source provided that each Apprentice comply with the regulations established by the Joint Apprenticeshi p Committee from time to time.
26.5 In the event that an Apprentice is to apply to a school or college in order to follow their apprenticeship, they must first notify the Company and two obtain permission to do so. If the Apprentice successfully passes the session, the Company will reimburse them for fifty percent (250%) Journeymen/women employees representing the Unionof such fees. The Chairperson shall be the Supervisor Apprentice must show proof of Apprentices. The Committee shall meet once a month unless otherwise agreed. It shall be the duty of the Committee:
(1) To see that each prospective apprentice is interviewed and impressed with the responsibilities he/she is about to accept fees as well as their successful results. Art icle 27 - Definition of Presses Job Presses are defined as job cylinder presses taking a sheet size 15" x 22" or smaller , and including all platen presses. Duplex and Perfecting Presses or similar types are defined as web or sheet-fed presses capable of printing two sides of sheet in one operation. Offset Presses are defined as presses which incorporate the benefits he/she will receive.
(2) To accept planographic process as a method of production . Web Offset Presses are defined as presses which incorporate the planographic process and are roll fed and deliver the printed product either folded or reject applicants rewound to a roll. Digital Printing Presses and Finishing Equipment are defined as presses that incorporate digital and electronic printing processes and the appropriate digital finishing equipment to include but not limited to booklet maker, perfect binder, cutter, cerlox, wiro, folding and other digitalfinishing equipment. Production Photocopiers are defined as photocopiers that produce printed material normally produced by printing presses. Large Format are defined as output devices wh ich print posters or banners or other displays which are not appropriate for apprenticeship subject offset presses or Digital Printing Presses due to final approval by size or run length and include the Human Resources Department file preparation, finishing and mounting of the Company finished product as provided in paragraph (d) hereof. The acceptance or rejection of application for apprenticeship shall be governed by the standards established herein and shall not be subject to review through the grievance procedure, unless the Company has rejected the recommendation of the Committee with respect to the selection maderequired.
(3) To hear and decide on questions involving apprentices which relate to their apprenticeship.
(4) To determine whether the apprentice's scheduled wage increase shall be withheld in the event that he/she is delinquent in his/her progress.
(5) To offer constructive suggestions for the improvement of training on the job.
(6) To certify the names of graduate apprentices to the Registration Agency and recommend that a Certificate of Apprenticeship be awarded upon satisfactory completion of the requirements of apprenticeship established herein. No certificate will be issued by the Registration Agency unless recommended by the Committee.
(7) To review the Foreperson's monthly report on each apprentice.
(8) In general, to be responsible for the successful operation of the apprenticeship standards in the plant and the successful completion of the apprenticeship by the apprentices under these standards.
