Leave Approving Official (LAO) Responsibilities. Each LAO will establish and communicate to each Employee in writing procedures for requesting and approving leave within 90 days after the agency head review process for this collective bargaining agreement is completed. LAOs will respond in a timely manner that will permit the Employee sufficient time to plan accordingly. If the LAO fails to respond in a timely manner, the Employee should seek approval from the Employee’s next higher level management official in the Employee’s chain of command.
