Letters of Sector Policies. The Recipient shall cause each Participating State to implement the Project in accordance with the principles of the State Letter of Sector Policy and to this end the Recipient shall not, except as the Association shall otherwise agree, amend or waive any provision of any State Letter of Sector Policy, which in the opinion of the Association, may adversely and materially affect the implementation of the Project.
