Level Four - Governing Board. If the decision of the Fact-Finding Panel at Level Three is appealed, the Board of Trustees shall conduct a hearing at a session of the Board to hear arguments on the case from the parties to the grievance. The Board of Trustees shall act as “ an impartial trier of fact” at the hearing, and shall render a written decision no later than thirty (30) days following completion of the hearing. The decision of the Board of Trustees shall be the final step of the grievance procedure.
