Local Appraisal Review Committee (LARC). The parties agree to an ongoing, collaborative and comprehensive review of the teacher appraisal system, evaluation instrument(s), and protocol. To that end, the Local Appraisal Review Committee (LARC) will be formed with four (4) members appointed by the Association President and three (3) administrators appointed by the Superintendent, in addition to the Superintendent or his/her designee, for the purpose of recommending changes/additions to the Board's standards-based OTES teacher evaluation policy and reviewing the present evaluation and appraisal system and making recommendations to the board and Association for the adoption of improvements to the evaluation process and/or any corresponding evaluation instrument(s) for non-OTES bargaining unit members. a. The Committee is also responsible for assisting in the evaluation of teacher- submitted SLO’s according to Board Policy and ODE requirements. b. The Committee shall not have the authority to negotiate wages, hours, or terms and conditions of employment. c. Committee agendas will be developed by the Committee. Topics for consideration include: i. The propriety of developing remediation plans or other interventions beyond those provided through growth and improvement plans; and ii. A review of those conditions that would likely have an adverse impact on SGMs, such as a threshold number of authorized teacher absences, the acceptance and mentoring of student teachers, changes in teacher assignments, implementation of the Common Core State Standards, student absenteeism, etc.; iii. Ongoing review of job descriptions for regular bargaining unit positions; iv. Ruling on teacher evaluation issues/disputes referred from BLT; v. Aligning non-OTES bargaining unit member evaluations with OTES; and vi. Providing recommendations for mandated Board policy on standards- based evaluation of school counselors. The LARC will meet no less than four (4) times per year or as otherwise determined by the Committee. The Committee may also be convened by the request of three (3) sitting members. Appropriate release time will be provided for Committee work. Approved time outside of the work day will be compensated at the special project stipend rate.
