MUTUAL INTERESTS. The Employer and the OPBA agree that the grievance 41 procedures provided herein are adequate to provide a fair and final determination of all 42 grievances arising under this Agreement. It is the desire of the Employer and the OPBA to 43 avoid work stoppages and strikes.
