f) An up-dated Occasional Teacher Roster shall be sent to the President of the Bargaining Unit on October 1st and February 15th of each year. Any changes to the Roster shall be reported within fourteen (14) days to the Bargaining Unit President.
g) The Roster shall provide the following information for each Occasional Teacher: name, address, telephone number, date of hire, subjects the Occasional Teacher is qualified to teach, subjects the Occasional Teacher is willing to teach, number of days per week or the specific days of the week the Occasional Teacher is willing to work, and the specific schools at which they will the Teacher is prepared to work.
9.01.02 Members h) The Occasional Teacher Roster shall notify indicate which, if any, of the Board Occasional Teachers are on Long Term Occasional Teaching Assignments at the time it is published, and the expected expiry date of any change of address and/or telephone number required by the Board to contact the member regarding assignments using the electronic Change of Personal Information formsaid assignment.

OCCASIONAL TEACHER ROSTER. 9.01 18.01 The Board will prepare shall establish an Occasional Teacher Roster. This list shall mean the total of any sub lists of Occasional Teachers kept by the Board’s Human Resource Services Department.
18.02 To be eligible for inclusion on the Occasional Teacher Roster, an Occasional Teacher must satisfy the requirements of the Education Act and the Ontario College of Teachers’ Act and accompanying Regulations. Nothing herein shall prevent the Board from employing uncertified personnel in the case where a qualified Occasional Teacher is not available as per Regulation 298, Section 21.
18.03 Prior to being placed on the first daily callout of the Occasional Teacher Roster, an Occasional Teacher must first be approved based on a Board’s interview process, and also submit proof of College of Teachers membership and all other Board required documentation.
18.04 A teacher who retired from a full-time permanent teaching contract with the Board shall, upon request by the teacher to HR, be placed on the OT Roster provided the teacher’s most recent Teacher Performance Appraisal was satisfactory. The teacher shall have access to daily assignments at the second callout level. This does not preclude the teacher from applying as a new hired to the Board per 18.03 to be placed on the first callout level.
18.05 A teacher who resigns from a permanent teaching contract with the Board shall, upon request by the teacher to HR within six months of names their resignation date, be placed on the OT Roster, provided the teacher’s most recent Teacher Performance Appraisal was satisfactory. The teacher shall have access to daily assignments at the first callout level.
(a) Completion of the Offense Declaration no later than August 31st of each year by an Occasional Teacher shall serve to inform the Human Resource Officer of the teacher’s intention to remain on the Occasional Teacher Xxxxxx and/or intent regarding Long Term Occasional Teacher Assignments for the following school year.
(b) The Board shall provide to the President of the Unit or designate, by August 15th, a list of all Occasional Teachers who have been accepted not completed an Offense Declaration.
(c) If an Offense Declaration is not provided by the Board for teaching assignments. The automated call system/school administrator shall callAugust 31, for teaching assignments, occasional teachers from the Occasional Teacher Roster shall have until October 31st to provide a new Criminal Background Check, at the teacher’s expense, to the Human Resource Officer.
(d) The Board shall provide to the President of the Unit or designate, on September 30th, a list of all Occasional Teachers who have not completed an Offense Declaration or provided by a new Criminal Background Check.
(e) The Criminal Background Check and the Boardyearly Offense Declarations required of members of the Bargaining Unit under Regulation 5.21/01 shall be stored in a confidential file. Should an individual not Access to this file shall be limited to the Superintendent of Human Resources or designate.

OCCASIONAL TEACHER ROSTER. 9.01 16:01 Each school will maintain an Occasional Teacher Roster, and log and such Roster and log shall be available to the Association on request. When the Board approves the hiring of an Occasional Teacher, a Board email address will be provided to that person.
16:02 The Board will prepare maintain an Occasional Teacher Roster which shall be an aggregation of each school’s roster.
16:03 To be eligible for inclusion on the Occasional Teacher Roster, an Occasional Teacher must satisfy the requirements of the Education Act and its regulations and Board Policy on Statement of Expectation.
16:04 Prior to being placed on the Occasional Teacher Roster, an applicant must submit proof of certification and any other documentation required by the Board. Interviews, if any, of candidates for the Occasional Teacher Roster shall take place at a Roster mutually agreeable time and location.
16:05 In order for an Occasional Teacher to be accepted for placement on the Occasional Teacher Roster, the Occasional Teacher shall:
a) Select a community or communities at which he or she wishes to be assigned. No Occasional Teacher shall be assigned to teach in a school in a different community 50 kms outside the community or communities, which the Occasional Teacher has chosen, without the consent of names the Occasional Teacher. Geraldton and Longlac will continue to be one community and Nakina another community for the purpose of this article.
b) State basic qualification and additional qualifications.
16:06 All Occasional Teacher work in the Board shall be assigned to Occasional Teachers who have been accepted by on the Board for teaching assignmentsOccasional Teacher Roster. The automated call system/school administrator shall call, for teaching assignments, occasional When qualified teachers from the Occasional List are not available, or when a special qualification is needed, the Board may assign the work to others.
16:07 The Board will endeavour to distribute casual occasional assignments in a given year equitably to as many Occasional Teachers as possible providing the Occasional Teachers have the proper qualifications and, in the opinion of the Board, the instructional needs of the pupils can be met.
a) Work shall be distributed on a rotational basis of alphabetical order on the school Occasional Teacher Roster.
b) Both calls on rotation and calls arising from special requests must come through the Principal responsible for assignments. Calls for special request shall be approved by the Director.
c) Special requests may be assigned outside the alphabetical order but Occasional Teachers assigned to such shall be skipped in the next rotation.
d) When it is necessary for a Principal to call an Occasional Teacher during the day in an emergency situation for the duration of that day, the Occasional Teacher who responds will not be skipped in the regular rotation as a result of that emergency call.
e) The Board and the Association will commit to working together to deal with Automated Call Out system issues as they arise.
16:08 Occasional Teachers shall give written notification to the Human Resources Manager of any change of address, telephone number or proposed changes to assignment criteria. There shall be an onus on the Occasional Teacher to reactivate his/her name on the Casual Occasional Teacher Roster each school year by July 15 by completing an electronic form provided by the Board. Should an individual not on the Occasional Teacher Roster Such form shall be employed, the administrator shall inform Human Resources Services and Union President on the same day.

16:09 Subject to section 10:02, a Casual Occasional Teacher who refuses three (3) or more assignments within forty (40) school days and does not provide reasonable grounds for refusing such assignments or who cannot be contacted for assignment during a period of Teachers Certificationforty (40) school days shall be deemed to have resigned from the Roster. For clarity it is understood that reasonable grounds for refusing an assignment may include the following: unexpected illness, a death in the family or of a close friend, having accepted an alternative teaching assignment or an unexpected appointment that cannot be cancelled or for a reason listed in section 10:02. Notwithstanding the foregoing, nothing herein entitles an Occasional Teacher to accept an assignment and then subsequently refuse it in order to accept an alternative teaching assignment at another School Board.
16:10 The written record of the Casual Occasional Teaching Assignment or the log, or both, shall be conclusive evidence as to whether or not the Casual Occasional Teacher was offered, accepted or rejected the assignment. When the Casual Occasional Teacher disputes the evidence:
a) the teacher shall be entitled to provide in writing to the Director, his or her comments; and
b) Experience documentation

(e) Occasional Teachers who are included on the Roster shall make themselves available for assignment or shall provide reasonable grounds for refusing such assignment.
(a) The maximum number of Occasional Teachers in Level 1 shall be 51% of the number of FTE Elementary Teachers employed by the Board as of September 1st of each school year.
(b) For the purpose of determining the maximum numbers permitted under Clause L10.2(a), those in Long-Term Occasional assignments or permanent contract assignments that are 50% FTE or more and six (6) months or longer in duration or those on a full year leave or those that are determined to be unavailable shall not be included in the count.
c) Members on LTO assignments that are 50% FTE or greater . Furthermore, a retired teacher shall not be included in the countcount as 0.5.
(c) The implementation of Clause L10.2 (a) shall not result in the removal of the name of any person on the Occasional Teacher Roster. This protection includes anyone on a leave under Article L12.00.
(d) Members are The Board may request of the Union that the number of names on the Roster be increased to specify maintain a sufficient pool of names for casual assignments. Pursuant to such a request, the number of names on the Roster may be increased, but only those school locations at which they will workwith the written consent of the Union, and only to the extent that the Union permits.
9.01.02 Members shall notify (e) The Union has the Board right to stipulate that, as of any change a date of address and/or telephone its choosing, no names may be added until the number required by of names on the Board to contact Roster falls below the member regarding assignments using the electronic Change of Personal Information formmaximum number specified in L10.2 (a).

(b) Redundant contract teachers will be added to the Occasional Teacher Roster to satisfy an identified need for Occasional Teachers with specialized teaching qualifications or identified shortages. The Board shall consult with the Local President prior to such hiringand LTO List regardless of cap status.
9.02 Occasional Teachers’ Roster will include the teacher’s name, address, telephone number, school area(s) preferences, qualified subject matter and/or division where the teacher is able to teach and any additional information as required.

9.01.03 Additional names 12.05 The Occasional Teacher Roster shall only be added provided to schools for use prior to the end of the first week of the school year in September. A copy of the Roster will be forwarded to the Bargaining Unit President simultaneously. A revised Roster will be provided to the Bargaining Unit President at the end of each month in which the Roster is revised. The revised Roster shall indicate the date of addition for each new Occasional Teacher.
12.06 The Board agrees to review the composition of the Occasional Teacher Roster annually to satisfy an identified need for ensure that it contains only the names of those Occasional Teachers with specialized teaching qualifications or identified shortagesactively seeking assignments. An Occasional Teacher who has not worked a minimum of eight (8) days of offered employment over the course of the school year may be removed from the Occasional Teacher Roster. The Board names of the Occasional Teachers who do not respond to the Board’s annual review of the Roster shall consult with be removed from the Local President prior to such hiringRoster effective the following school year.
9.02 (a) An Occasional Teachers’ Teacher who is included on the Roster will include the teacher’s name, address, telephone number, school area(s) preferences, qualified subject matter and/or division where the teacher is able to teach and any additional information as required.
9.03 To shall be officially accepted available for assignment or shall provide reasonable grounds for refusing such assignment. Eligible Occasional Teachers who refuse eight (8) assignments for reasons other than being employed as an Occasional Teacher with elsewhere or on other reasonable grounds may have their names removed from the Board, a teacher must be approved by the Superintendent of Education with Responsibility for Human Resources or designate and have submitted the necessary documentation, including:Occasional Teacher Roster.

9.03.01 An all job refusals. Where removal occurs under this Article, the Occasional Teacher will be placed on notified electronically in July/August of the Occasional Roster after all documentation is received effective date of removal by the Board.
12.08 Volunteers, including but not limited to parents, co-op students and peer tutors, shall not be used as substitutes for Occasional Teachers.
12.09 The Board shall use an electronic system to distribute offers of work to short term Occasional Teachers using a qualifications based rotational order system (currently Smart Find).
12.10 In the event that the electronic system fails, a manual system shall be employed by the Board to distribute such offers.
12.11 The subject qualifications of the Occasional Teacher shall be registered in the electronic call out system as well as schools at which the Occasional Teacher is prepared to accept an assignment.
12.12 Should a teacher fail to enter their absence in the electronic system by 7:00 am on the day of the absence, there will be no requirement to rely exclusively on the electronic system to fill any such vacancy.
12.13 The Board shall provide to the Bargaining Unit a monthly report of days worked and work refusals by Occasional Teachers plus a written explanation, if requested, of the reasons for any imbalance between Occasional Teachers in days worked. The monthly report shall include the following information from the electronic call–out system’s database: • name • daily availability • work locations desired • number of days worked, do–not–disturbs, calls received, calls accepted, calls declined, cancellations, hang–ups, and no– answers. • for each day worked, the date, the portion of the day, and the work site location.
12.14 “Pre–arranged” shall mean offered via direct communication (in person, by telephone, by email, etc.) from a school administrator. The only situations in which short–term work may be pre–arranged are the following: • When a short–term assignment needs to be continued beyond its original length due to the unexpected continued absence of a Secondary School Teacher, the continuation of the assignment may be pre–arranged with the Occasional Teacher already in place. • When an Occasional Teacher holds a part–time contract or LTO position, short–term assignments may be pre–arranged in the same school in which the part–time position is held. • When the need for an assignment becomes known after 7:00 a.m. on the same day.

OCCASIONAL TEACHER ROSTER. 9.01 The Board will prepare a Roster of names of Occasional Teachers who have been accepted by 9.1 In accordance with the Board for teaching assignments. The automated call system/school administrator shall calldirectives from the Board, for teaching assignments, occasional teachers from the Occasional Teacher shall submit to the Board all required documents at time of hiring.
9.2 The Board shall establish an Occasional Teacher Roster provided and shall include the total of any individual school sub-lists kept by the Board. Should The Occasional Teacher Roster shall be made up of any and all sub-lists used at any and all Board schools. All Occasional Teachers have the right to be included on any of the individual school sub-lists. Intentions to this effect must be made known by completing an individual not Application for Occasional Teacher Roster Form at the time of hire or by updating their preference annually thereafter as per the prescribed process.
9.3 To be eligible for inclusion on the Occasional Teacher Roster, an Occasional Teacher must complete the Board’s Application for Occasional Teacher Roster be employedForm and satisfy the requirements of the Ontario College of Teachers, the administrator shall inform Human Resources Services Education Act, and Union President on the same dayits Regulations.

9.03 To be officially accepted as an Occasional Teacher with the Board, a teacher must be approved by the Superintendent of Education with Responsibility for Human Resources or designate and have submitted the necessary documentation, includingshall:
a) Current Ontario College of Teachers Certification9.4.1 select a school
b) Experience documentation
c) Union membership requirements
d) QECO rating or QECO Acknowledgment of Correspondence
e) Payroll documentation
f) Completed criminal records search forms
g) Children’s Aid Society release of information form h) Offence declaration (annually)
i) Any other documentation that might be required from time 9.4.2 elect to time
j) All members with the Board shall be registered with an automated call system in use by the Board for elementary occasional teacher assignments.
9.03.01 An Occasional Teacher will be placed on a “Specialty List” provided the Occasional Roster after Teacher holds the appropriate qualifications

9.5 An up-to-date and complete Occasional Teacher contact list shall be provided to the Unit President by September 15th of each school year and subsequently by December 15th and April 15th.
9.6 In addition, access to individual school sub-lists (and all documentation is received by updates) shall be provided to the BoardUnit President. Access to information shall include the following information about each Occasional Teacher:

OCCASIONAL TEACHER ROSTER. 9.01 16:01 Each school will maintain an Occasional Teacher Roster, and log and such Roster and log shall be available to the Union on request. When the Board approves the hiring of an Occasional Teacher, a Board email address will be provided to that person.
16:02 The Board will prepare maintain an Occasional Teacher Roster which shall be an aggregation of each school’s roster.
16:03 To be eligible for inclusion on the Occasional Teacher Roster, an Occasional Teacher must satisfy the requirements of the Education Act and its regulations and Board Policy on Statement of Expectation.
16:04 Prior to being placed on the Occasional Teacher Roster, an applicant must submit proof of certification and any other documentation required by the Board. Interviews, if any, of candidates for the Occasional Teacher Roster shall take place at a Roster mutually agreeable time and location.
16:05 In order for an Occasional Teacher to be accepted for placement on the Occasional Teacher Roster, the Occasional Teacher shall:
a) Select a community or communities at which he or she wishes to be assigned. No Occasional Teacher shall be assigned to teach in a school in a different community 50 kms outside the community or communities, which the Occasional Teacher has chosen, without the consent of names the Occasional Teacher. Geraldton and Longlac will continue to be one community and Nakina another community for the purpose of this article.
b) State basic qualification and additional qualifications.
16:06 All Occasional Teacher work in the Board shall be assigned to Occasional Teachers who have been accepted by on the Board for teaching assignmentsOccasional Teacher Roster. The automated call system/school administrator shall call, for teaching assignments, occasional When qualified teachers from the Occasional List are not available, or when a special qualification is needed, the Board may assign the work to others.
16:07 The Board will endeavour to distribute casual occasional assignments in a given year equitably to as many Occasional Teachers as possible providing the Occasional Teachers have the proper qualifications and, in the opinion of the Board, the instructional needs of the pupils can be met.
a) Work shall be distributed on a rotational basis of alphabetical order on the school Occasional Teacher Roster.
b) Both calls on rotation and calls arising from special requests must come through the Principal responsible for assignments. Calls for special request shall be approved by the Director.
c) Special requests may be assigned outside the alphabetical order but Occasional Teachers assigned to such shall be skipped in the next rotation.
d) When it is necessary for a Principal to call an Occasional Teacher during the day in an emergency situation for the duration of that day, the Occasional Teacher who responds will not be skipped in the regular rotation as a result of that emergency call.
16:08 Occasional Teachers shall give written notification to the Human Resources Officer of any change of address, telephone number or proposed changes to assignment criteria. There shall be an onus on the Occasional Teacher to reactivate his/her name on the Casual Occasional Teacher Roster each school year by August 15 by completing a form provided by the Board. Should an individual not on the Occasional Teacher Roster Such form shall be employed, the administrator shall inform Human Resources Services and Union President on the same day.

16:09 Subject to section 10:02, a Casual Occasional Teacher who refuses three (3) or more assignments within forty (40) school days and does not provide reasonable grounds for refusing such assignments or who cannot be contacted for assignment during a period of Teachers Certificationforty (40) school days shall be deemed to have resigned from the Roster. For clarity it is understood that reasonable grounds for refusing an assignment may include the following: unexpected illness, a death in the family or of a close friend, having accepted an alternative teaching assignment or an unexpected appointment that can not be cancelled or for a reason listed in section 10:02. Notwithstanding the foregoing, nothing herein entitles an Occasional Teacher to accept an assignment and then subsequently refuse it in order to accept an alternative teaching assignment at another School Board.
16:10 The written record of the Casual Occasional Teaching Assignment or the log, or both, shall be conclusive evidence as to whether or not the Casual Occasional Teacher was offered, accepted or rejected the assignment. When the Casual Occasional Teacher disputes the evidence:
a) the teacher shall be entitled to provide in writing to the Director of Education, his or her comments; and
b) Experience documentation

9.03.01 An written record of the Casual Occasional Teaching Assignment and log with respect to the disputed assignment provided the Casual Occasional Teacher will be placed on disputes the Occasional Roster after all documentation is received by evidence prior to the Boardend of the second calendar month following the disputed assignment.
