Open, Competitive Examination. If, in the opinion of the City Manager, or for Library positions the Director of Library Services, or for Rent Board positions the Executive Director of the Rent Board, the best interests of the service can be served by an open, competitive examination instead of a closed, promotional examination, and if there is not already a valid promotional list for the higher position, from which the vacancy could be filled, then the City Manager, or for Library positions the Director of Library Services, or for Rent Board positions the Executive Director of the Rent Board, may instruct the Director of Human Resources to call for applications for the vacancy and arrange for an open, competitive examination and for the preparation and publication of an eligibility list.
