Overview of the Filing. 1.1 On February 12, 2009, WMECO submitted to the Department its Filing. The Filing provided that in the initial Development Phase, 6 MW of solar capacity would be installed. This stage would begin in 2009 and be complete in 2010. The Filing also provided that in the next stage, the Deployment Stage, expected to last through 2012, an additional 9 MW will be built. The final stage, the Expansion Stage, called for a capacity build-out from between 15 MW and 50 MW.
