PARTICIPATION AT BOARD MEETINGS. The President of the Union, or a duly appointed designee, shall be accorded the privilege of speaking at Board meetings. The Board agenda contains a “Public Comments” time for all open meetings, and it is anticipated that this is the time for any Union designee’s comments. Collective bargaining shall not be conducted nor shall grievances be discussed at such meetings.
