PARTICIPATION AT BOARD MEETINGS. The President of the Union, or a duly appointed designee, shall be accorded the privilege of speaking at Board meetings. The Board agenda contains a “Public Comments” time for all open meetings, and it is anticipated that this is the time for any Union designee’s comments. Collective bargaining shall not be conducted nor shall grievances be discussed at such meetings.

The Board agenda contains meetings for a “Public Comments” period of time for all open meetingsallocated by the Chair of the Board, and it provided that a request has been made prior to the preparation of the agenda, such request having fully identified the subject(s) to which the desire to speak is anticipated that this is the time for any Union designee’s commentsdirected.
