Payment for Time on Local Union Activities. (a) Unless otherwise provided by local written agreement, employees not on leave of absence pursuant to the provisions of Section 2 hereof will be paid by the Company at their respective rates then prevailing for absences from work while engaged in the following activities on Company premises:
