Performance Evaluation and Denial of Step Increases. Employees reporting directly to a department head who receive an unsatisfactory Performance Evaluation (which they dispute) resulting in denial of a step increase, may request that the matter be reviewed by the Director of Human Resources. The Director of Human Resources, shall have the authority to review and attempt to mediate the dispute; but the department head shall retain final authority to decide the matter.
