Productivity and Training Program. 12.4.1 The parties recognize that the public has a right to expect improved performance in the delivery of public services commensurate with its continued investment of public funds in the payment of public salaries. To achieve that end, the parties agree to work together in establishing mutually acceptable performance and productivity standards. Such standards, it is recognized, may be enhanced by the use of appropriate mechanical, electronic and other equipment in order to achieve both improved performance (productivity) and economic efficiency.
