PROFESSIONAL DEVELOPMENT AND EDUCATIONAL IMPROVEMENT. A. Tuition costs incurred by administrator shall be reimbursed by the Board of Education under the following terms and conditions: 1. Tuition costs eligible for reimbursement must be for courses in the field of education. In addition, courses not in the field of education but closely related may be approved for reimbursement at the sole discretion of the Superintendent or his/her designee in advance of enrollment. Reimbursement will not be made until satisfactory evidence of having received a passing grade is presented. 2. Reimbursement for actual tuition costs incurred by a member shall be limited to a maximum reimbursement of the average tuition cost for twelve (12) graduate/Doctoral level credits at the following four (4) state universities: Rutgers, Rowan, College of New Jersey, and Montclair computed annually. Masters’ degree maximum will be limited to the average Masters’ level cost and Doctorate degree maximum will be limited to the average Doctoral level cost. 3. No member shall be eligible for tuition reimbursement in connection with tuition costs incurred that are paid by the Veteran’s Administration or any other outside agency. 7. Upon earning tenure in the district as an administrator, the Board of Education shall reimburse the administrator costs associated with their participation in the New Jersey State Mentoring and Assessment Program. Participation in the Mentoring and Assessment Program must have occurred entirely during the time of employment in the Washington Township Public School District.

PROFESSIONAL DEVELOPMENT AND EDUCATIONAL IMPROVEMENT. A. 4. Tuition reimbursement costs shall be a sum not to exceed the actual cost of college credits charged in an accredited public State college/University of the State of New Jersey.
B. When the Superintendent initiates in-service training courses, workshops, conferences and programs designed to improve the quality of instruction, the cooperation of the Vineland Education Association will be solicited. Notwithstanding the above, the initiation of in-service training courses, workshops, conferences and programs shall be determined solely at the discretion of the Board.
C. One professional leave day may be granted to a teacher upon request, according to the following guidelines:
1. The professional day may be for attendance at a workshop, seminar or visit to another school for the expressed purpose of self professional improvement for the job.
2. The request shall arrive in the office of the Superintendent of Schools at least ten (10) working days prior to the expiration date requested and shall be reviewed by the immediate supervisor prior to submission. The Board reserves the right to deny a professional leave day before or immediately following a holiday or on a day which by its nature suggests a hardship for providing a substitute.
3. No more than two teachers from any one elementary school or from any one department in the secondary schools may be granted a professional leave for a given day.
4. The teacher may be required to submit a report to the Superintendent of Schools, Assistant Superintendent, supervisor (s), principal and staff regarding the activity of the school year in which such reimbursement entitlement has been paid, such member professional day.
5. Costs incurred by the teacher for the professional day authorized under this Section shall be obligated to refund to the Board the entire reimbursement paid to him/her during such school year, and for such purpose, the Board shall be empowered to deduct said sum from such memberteacher’s salary paymentsresponsibility.
6. No member A maximum of 90 professional leave days may be authorized for the school year which shall be eligible for tuition reimbursement in connection with tuition costs incurred that apportioned as follows: elementary, 35; grades seven and eight, 20; and high school, 35.
D. If the Board initiates a teacher’s attendance at a professional workshop, seminar or visit, the expenses shall be the responsibility of the Board. Further, this day shall not be subtracted from the 90 professional leave days granted to teachers of the Association.
E. The Board agrees to pay the full cost of courses taken by secretaries related to skills and knowledge improvement when such courses are paid required and approved by the Veteran’s Administration or any other outside agencyBoard.
7. Upon earning tenure in F. PROFESSIONAL DEVELOPMENT AND EDUCATIONAL IMPROVEMENT. A. Tuition costs incurred by administrator Beginning no later than October 15th of each school year, the child study team and/or the resource room teacher shall be reimbursed by share with all other staff members who are responsible for a student, the Board diagnosis, planning, implementation and evaluation of Education under the following terms student's individualized educational program. c) By January 15th of each year, the District will provide the Association president an accounting of the amount of the reimbursement paid out and committed from the available funds, and the remaining balance. If there are unexpended or uncommitted dollars in Subsection 2 abovethe fund at the end of May of the fiscal year, employees who have completed pre-approved coursework, conferences or workshops beyond the cost equivalent of three (3) credit hours may receive additional reimbursement for tuition costs incurred for graduate credits earned during a period after the award of a first-year contract, but prior up to the commencement cost equivalent of work under a tenured contract; provided howeverthree (3) additional credit hours, such reimbursement shall not be payable to such member unless and until said member has commenced work under a tenure contract.
5. Upon satisfactory compliance by contingent on the member with all availability of the terms and conditions set forth in the preceding subsections, such member shall be paid his/her reimbursement entitlement on either October 2 for the prior Spring and Summer course work taken, or April 1 for the prior Fall course work provided that the member is still in the employ of the Board on such date. d) Between year one and year two of each State biennium, the employ of fund balance amount will rollover and the Board prior yearly $30,000 contribution reference above will be added to the expiration rollover amount. There will be no carryover of the school year in which such reimbursement entitlement has been paid, such member shall be obligated to refund unexpended funds from one State biennium to the Board the entire reimbursement paid to him/her during such school year, and for such purpose, the Board shall be empowered to deduct said sum from such member’s salary paymentssubsequent State biennium.
6. No member shall i) In order for expenses to be eligible for tuition reimbursement, the employee must successfully complete the course with a grade equal to a “C” or “Pass” (in a Pass/No Pass course). Expenses must be directly related to the employee’s position with the ESD, or his/her professional development goals.
ii) Less than full-time (.5 to .99 FTE) employees may apply for tuition, conferences, or workshops reimbursement in connection on a pro-rated basis reflective of their level of FTE with tuition costs incurred that are paid the District.
iii) Approval or denial for tuition, conferences, or workshops reimbursement will be obtained by the Veteran’s Administration employee prior to the beginning of the course or any other outside agencyregistering for the conference or workshop. The Human Resources Department will make a reasonable attempt to notify the employee of the approval or denial within fifteen (15) working days after receipt of the request.
7. D. All teachers presently enrolled in graduate studies approved by the Superintendent of Schools and/or those teachers matriculated into a graduate program approved by the Superintendent of Schools shall be approved eligible for reimbursement 15 graduate credits per year. Effective date is March 12, 2001. All other teachers shall be eligible for 6 graduate credits per year with the Superintendent of Schools approval. Effective date is March 12, 2001. Graduate credits shall be reimbursed at the sole prevailing Rutgers State University rate.
E. The teacher must submit an official transcript and make application on or before October 1 for the preceding spring and/or summer term and March 1 for the preceding fall term. To be reimbursed applicants must be employees of the school system at the time application is made for reimbursement. Tuition payment shall be made within sixty (60) days after submission of college transcripts.
F. The teacher must receive a grade of "A" or "B" or its equivalent. Only if the university or college involved has specified in its catalog that the specific course in question is graded only as "pass" or "fail", a grade of "pass" will be acceptable for reimbursement.
G. The Board shall establish a grant program to encourage creative and innovative teachers to experiment in improving instruction and student learning during both the ten-month school year and the summer. These proposed program grants must clearly define the objectives of the program and demonstrate measurable criteria for the accomplishment of objectives;
1. Proposal grants during the school year shall be adjunct to the regular teaching schedule and workday. PROFESSIONAL DEVELOPMENT AND EDUCATIONAL IMPROVEMENT. A. Tuition costs incurred The Board shall reimburse a staff member at the Montclair University graduate credit rate to a maximum of six (6) credits for graduate work taken provided each course is approved by administrator the Superintendent and taken in accordance with the criteria listed below.
1. Each course must be within the scope of the staff member’s professional certificate or must be in the area of general professional development which is deemed by the superintendent to be valuable in improving the professional performance of the staff member in the position he/she now holds.
2. Any course specifically required for a degree in the staff member’s field.
3. While the Board recognizes the importance to the school system of general cultural improvement of staff members, it also recognizes that this is a personal responsibility of the staff member and no reimbursement shall be granted for such courses.
4. No reimbursement shall be given for courses taken to fulfill requirements for temporary, provisional, emergency, or initial standard certificates, or for advanced degrees in field other than the field in which the staff member is now working unless such courses are specifically recommended by the superintendent for the good of the school system.
5. All requests by teachers for approval of courses must be channeled through the principal to the superintendent as follows:
a. For fall semester courses, not later than October 15
b. For spring semester courses, not later than February 15
c. For summer courses, not later than July 15
d. For intersession courses, not later than the second class meeting
6. Since reimbursement for professional staff improvement is provided for the ultimate benefit of the children and schools of Xxxxxxxx Township, no reimbursement shall be made for courses taken by staff members who, for any reason other than in the case of the RIF of a tenured teacher, indicate that they will leave the system. Non tenured teachers who are not renewed will be reimbursed upon recall and return to the school district.
7. a. A statement of final passing grade attained and receipt for tuition payment must be submitted along with a voucher before payment may be made. Reimbursements shall be made on a monthly basis provided that all required documentation is submitted to the superintendent of schools no later than the fifteenth (15) day of the month. When the Superintendent initiates in-service training courses, workshops, conferences and programs designed to improve the quality of instruction, the cooperation of the Vineland Education Association will be solicited. Notwithstanding the above, the initiation of in-service training courses, workshops, conferences and programs shall be determined solely at the discretion of the Board.
C. One professional leave day may be granted to a teacher upon request, with that day being utilized in lieu of one of the two days authorized under Article 15, according to the following guidelines:
1. The professional day may be for attendance at a workshop, seminar or visit to another school for the expressed purpose of self professional improvement for the job.
2. The request shall arrive in the office of the Superintendent of Schools at least ten (10) working days prior to the expiration date requested and shall be reviewed by the immediate supervisor prior to submission. The Board reserves the right to deny a professional leave day before or im- mediately following a holiday or on a day which by its nature suggests a hardship for providing a substitute.
3. No more than two teachers from any one elementary school or from any one department in the secondary schools may be granted a professional leave for a given day.
4. The teacher may be required to submit a report to the Superintendent of Schools, Assistant Superintendent, supervisor (s), principal and staff regarding the activity of the school year in which such reimbursement entitlement has been paid, such member professional day.
5. Costs incurred by the teacher for the professional day authorized under this Section shall be obligated to refund to the Board the entire reimbursement paid to him/her during such school year, and for such purpose, the Board shall be empowered to deduct said sum from such member’s salary paymentsteacher's responsibility.
6. No member A maximum of 90 professional leave days may be authorized for the school year which shall be eligible for tuition reimbursement in connection with tuition costs incurred that apportioned as follows: elementary, 35; grades seven and eight, 20; and high school, 35.
D. If the Board initiates a teacher’s attendance at a professional workshop, seminar or visit, the expenses shall be the responsibility of the Board. Further, this day shall not be subtracted from the 90 professional leave days granted to teachers of the Association.
E. The Board agrees to pay the full cost of courses taken by secretaries related to skills and knowledge improvement when such courses are paid required and approved by the Veteran’s Administration or any other outside agencyBoard.

1. a. Courses necessary to obtain permanent certification from the Pennsylvania Department of Education;
b. Additional credits needed beyond courses for permanent certification to obtain a Master’s degree;
c. Courses within a graduate program for full-time professional employees who do not have a Master’s degree in an education- related field; and
d. Courses that are part of a graduate degree or certification program for those employees who were enrolled in such a program as of July 1. Tuition costs eligible for reimbursement must be for courses in the field of education. In addition, courses not in the field of education but closely related may be approved for reimbursement at the sole discretion of the Superintendent or his/her designee in advance of enrollment. Reimbursement checks will be issued after receipt of a fully completed request for reimbursement within thirty (30) calendar days after presentation to the Superintendent of (1) a receipted invoice and (2) a transcript showing successful completion of the course or courses and credits earned. Failure to submit requests for reimbursement within twelve (12) months of the date of completion of the course will result in forfeiture of the right to reimbursement.
7. Courses must be successfully completed and passed with a minimum grade of “C” (or “Pass” for Pass/Fail courses) and otherwise satisfactorily completed according to the standards of the accredited college or university.
8. Employees shall notify the Superintendent in advance of enrolling in a certification or graduate degree program. The enrollment form must be filed with the Superintendent prior to course pre-approval.
9. All credits submitted for tuition reimbursement must be pre-approved by the Superintendent at least two weeks prior to the start date of the program. Only the following credits will be eligible for reimbursement: courses directly related to education or courses related to the area of the employee’s specialization taken for full graduate credit at an accredited college or university, including on-line graduate courses if they are a part of a master’s or doctoral degree or certification program recognized by the Pennsylvania Department of Education or otherwise approved by the Superintendent. Full time on-line graduate programs do not qualify for tuition reimbursement or column advancement under this agreement unless approved by the Superintendent. Continuing Professional Education (CPE) courses do not qualify for reimbursement under this agreement and will not be accepted for column advancement on the salary schedule. Reimbursement for CPE credits or units will be addressed in the District’s Professional Education Plan and is contingent upon available grant funding as determined by the Employer. No member tuition reimbursement shall be paid for repeated courses.
10. Professional staff members will be permitted to advance only one column on the salary schedule per school year. Only credits earned through an approved or accredited college or university recognized by the Pennsylvania Department of Education and approved by the Superintendent will be accepted for column advancement on the salary schedule. All paperwork for horizontal movement on the salary schedule must be completed and submitted by July 31 prior to the school year for which that salary increase is to take effect. The employee must notify the District of his/her intent to move horizontally on the salary schedule in the upcoming year at least thirty (30) days prior to the date when the preliminary budget must be advertised for public inspection so that an allowance can be made in the budget for the increase in salary.
11. A professional employee who is on an approved professional development leave will be permitted to take eighteen (18) graduate credits per year (July 1 to June 30) at maximum reimbursement, if credits are needed to obtain a Master’s Degree, permanent certification, or are part of an approved graduate degree or certificate program approved as of July 1, 2013.
12. An employee on sabbatical leave for health reasons, child rearing leave, or otherwise on paid or unpaid leave for health reasons shall not be eligible for tuition reimbursement.
13. If during the term of this agreement, a professional employee voluntarily leaves the District, the employee will be required to repay the educational reimbursement in connection with tuition costs incurred that are paid by the Veteran’s Administration District during the prior twenty-four (24) months up to a total of twenty-four (24) credits. Professional employees leaving the employment of the District for purposes of retirement, reasons of health, or any other outside agencytermination by the District are excluded from this requirement.
714. Upon earning tenure Equipment and/or materials received by a professional employee that were included in the district as an administrator, cost of the Board course’s tuition and that tuition was reimbursed by the District shall become the property of Education shall reimburse the administrator costs associated with their participation District. a. Unit members voluntarily leaving the District after receiving tuition reimbursement within one year of accepting payment will reimburse the Board 100% of the funds received.
b. Unit members voluntarily leaving the District within two (2) years will reimburse the District 50% of the funds received.
B. The Board will pay the full cost of tuition and other reasonable expenses incurred in connection with any courses, workshops, seminars, conferences, in-service training sessions, or other such sessions which an administrator or supervisor is required and/or requested by the district Superintendent to take. Expenses shall not exceed limits established by the New Jersey Department of Education and the New Jersey Office of Management and Budget.
C. Subject to the approval of the Superintendent, the professional development of administrators may involve attendance at national, state and regional professional meetings, conferences, conventions and workshops and may be reimbursed for documented expenses in accordance with rules established by the New Jersey Department of Education and the New Jersey Office of Management and Budget.
1. The Randolph Board of Education shall budget a minimum of $6,000.00 each year as an administratora line item for professional development exclusive of tuition reimbursement. Approval for attendance at regional, statewide and national conferences will be subject to the prior approval of the Superintendent and Board of Education and shall be for approved purposes only. These funds will be used to send a total of no more than seven (7) employees per year to a regional, state or national conference, with each attendee receive a maximum of $857.00 in a given year. The Xxxxxxxx Township Administrators Association will recommend the attendees each year, insuring that every unit member must be given the opportunity to attend a regional or national conference during the term of this agreement (one conference per contract period). The Association will submit the list of eligible attendees to the Superintendent no later than October 1st for year one of the Agreement, and September 15th thereafter. All funds specified above for conference attendance must be committed for such purposes no later than March 15. All unused funds will revert to the Board.
2. In addition, the Board of Education will purchase a 25-class professional development subscription program for use in the 2019-2020 school year (i.e., the NJPSA FEA 25-class professional development subscription plan or similar), the specific plan to be jointly agreed-upon by the Superintendent and Association President in the summer prior to the 2019-2020 school year, at a maximum cost of $2,500. Plan usage shall reimburse be limited to Association members, who agree to attend classes and distribute the administrator costs associated materials received to the remainder of the Association membership with their participation a copy to the Superintendent. At the conclusion of the 2019- 2020 school year, the Board will purchase a renewal subscription in the plan, provided: (i) all of the classes in the prior year’s plan were used and (ii) the Superintendent makes a determination that the classes provided in the plan provide a benefit to the Association membership and the District. A decision as to whether to increase the number of classes purchased under the plan during a renewal term shall be made jointly by the Superintendent and Association President.
D. Transportation for interschool and other school business travel shall be compensated at the rate established annually by the New Jersey State Mentoring Department of Education and Assessment Program. Participation in the Mentoring New Jersey Office of Management and Assessment Program must have occurred entirely during the time of employment in the Washington Township Public School DistrictBudget.

Reimbursement Tuition and costs of required texts for actual tuition costs incurred college courses taken, or their equivalent, including courses offered by a member the District, if the courses are directly related to the position held by the teacher, shall be limited reimbursed at actual cost, not to a maximum exceed $500.00 for all course reimbursements that have been approved in advance by the Superintendent. The Superintendent has the discretion to grant or deny course reimbursement of requests, which discretion shall not be exercised arbitrarily or capriciously. Prior written approval by the average tuition cost for twelve (12) graduate/Doctoral level credits at the following four (4) state universities: Rutgers, Rowan, College of New Jersey, and Montclair computed annually. Masters’ degree maximum will be limited to the average Masters’ level cost and Doctorate degree maximum will be limited to the average Doctoral level costSuperintendent is required.
3. Such programs would normally impact some of the terms District teachers. It is not the intent of this agreement to require all teachers to participate on an ongoing basis. Furthermore, it is not the intent of this agreement to require teachers who participate in said programs, to be in class longer than 75 minutes beyond the normal work day. Teachers who are required to be in these programs for at least 10 hours beyond the normal work day and conditions set forth who are not receiving re-certification credits, graduate credits, or some other form of direct compensation, will earn an additional personal day, to be taken in the preceding subsectionscurrent year, such member shall be paid his/her reimbursement entitlement on either October 2 for the prior Spring and Summer course work taken, or April 1 for the prior Fall course work provided that the member is still in the employ of the Board on such date. Such payment shall be further conditioned on said member remaining in the employ of the Board for the remainder of the current school yearwhich will not come from their accumulated sick leave. In the event that such member shall leave a teacher is required to put in 40 or more hours of professional development time beyond the employ of the Board prior to the expiration of the school year regular work day, in which such reimbursement entitlement has been paid, such member shall be obligated to refund to the Board the entire reimbursement paid to him/her during such a single school year, and for such purposewithout aforementioned credit or compensation, the Board shall he/she would earn a second personal day, which also must be empowered to deduct said sum from such member’s salary payments.

Non-tenured members Insofar as possible, aides and interns will be utilized to release teachers and, in the event it is impossible to utilize the service of aides and interns to perform the duty, substitute teachers shall be eligible for reimbursement at the level set forth in Subsection 2 above, for tuition costs incurred for graduate credits earned during a period after the award of a first-year contract, but prior to the commencement of work under a tenured contract; provided however, such reimbursement shall not be payable to such member unless and until said member has commenced work under a tenure contract.
5. Upon satisfactory compliance by the member with all of the terms and conditions set forth in the preceding subsections, such member shall be paid his/her reimbursement entitlement on either October 2 for the prior Spring and Summer course work taken, or April 1 for the prior Fall course work provided that the member is still in the employ of the Board on such date. Such payment shall be further conditioned on said member remaining in the employ of the Board for the remainder of the current school year. In the event that such member shall leave the employ of the Board prior to the expiration of the school year in which such reimbursement entitlement has been paid, such member shall be obligated to refund to the Board the entire reimbursement paid to him/her during such school year, and for such purpose, the Board shall be empowered to deduct said sum from such member’s salary paymentsretained.

PROFESSIONAL DEVELOPMENT AND EDUCATIONAL IMPROVEMENT. A. Tuition costs incurred by administrator 20.1 Teachers shall be reimbursed for graduate courses subject to the following conditions:
a) All graduate courses must be directly related to the teachers' current area of professional responsibility or must be graduate education courses, and must receive the prior approval of the Superintendent.

7. Courses completed after June 1 of a given school year will count towards the terms and conditions set forth next year’s total.
B. A non-tenured teacher shall be ineligible for course work reimbursement in their first two full years of employment in the preceding subsectionsdistrict. During years three and four of employment, such member a non-tenured teacher shall be reimbursed up to five thousand, five hundred ($5,500) dollars in connection with any course(s) approved by the Superintendent. The provisions of A(1) through A(7) above will apply.
C. The Board's total expenditure shall not exceed eighty thousand (80,000) dollars per school year for all course work taken pursuant to Paragraph's A and B above, which shall also include any courses approved by Superintendent for paraprofessional staff. The association shall have the right to review the pay-out calculations. If there is not enough money under the cap to reimburse for the first course, the balance will be taken from the next year’s capped amount. The remaining balance to be paid above the current year’s cap shall be paid his/her by July 1 of the next fiscal year.
D. The following provision applies for courses approved prior to July 1, 2022 or prior to ratification of this agreement. In the event a teacher voluntarily resigns from the district within one year of receiving tuition reimbursement entitlement pursuant to this Article, the teacher agrees to repay to the district all tuition monies paid to the teacher during the final year of employment pursuant to this Article. This provision may be waived by the Superintendent, in their sole discretion, with approval by the Board.
E. The following provision applies for courses approved on either October 2 for the prior Spring and Summer course work takenJuly 1, 2022 or afterwards, or April 1 for following ratification of this agreement. The following provision will go into effect after the prior Fall course work provided that the member is still in the employ of the Board on such date. Such payment shall be further conditioned on said member remaining in the employ of the Board for the remainder of the current 2023-2024 school year. In the event that such member shall leave a teacher voluntarily resigns from the employ district within three years of receiving tuition reimbursement pursuant to this Article, except in the case of moving to another job within the district, retirement, disability, death, involuntary nonrenewal, or a reduction in force, the teacher agrees to repay to the district tuition monies paid to the teacher during the final year of employment pursuant to this Article, according to the following schedule.
1. If the teacher voluntarily resigns from the district up to one year from the date the tuition reimbursement is paid, the teacher agrees to repay 100% the money received as tuition reimbursement during the final year of employment.
2. If the teacher voluntarily resigns from the district between one and two years from the date the tuition reimbursement is paid, the teacher agrees to repay sixty six percent (66%) of the Board prior money received as tuition reimbursement during the final year of employment.
3. If the teacher voluntarily resigns from the district between two and three years from the date the tuition reimbursement is paid, the teacher agrees to the expiration repay thirty-three percent (33%) of the school money received as tuition reimbursement during the final year of employment.
F. The Board shall pay the cost of workshops, seminars, conferences, in-service training seminars or other sessions in which a teacher is involved, with the approval of the Superintendent.
G. Teachers may make visitations or be assigned to make visitations to other school districts for the purpose of observing or meeting with educational personnel. Permission for such reimbursement entitlement has been paid, such member visitation shall be obligated to refund to obtained from the Board the entire reimbursement paid to him/her during such school year, Principal or Superintendent.
H. A joint committee consisting of administration and for such purpose, the Board Association members shall be empowered formed to deduct said sum from such member’s salary payments.

PROFESSIONAL DEVELOPMENT AND EDUCATIONAL IMPROVEMENT. A. Tuition costs incurred by administrator The Board shall be reimbursed reimburse a staff member at the Montclair University graduate credit rate to a maximum of six (6) credits for graduate work taken provided each course is approved by the Board of Education under Superintendent and taken in accordance with the following terms and conditions:criteria listed below.
1. Tuition costs eligible for reimbursement Each course must be for courses within the scope of the staff member’s professional certificate or must be in the field area of education. PROFESSIONAL DEVELOPMENT AND EDUCATIONAL IMPROVEMENT. A. Tuition costs incurred by administrator Beginning no later than October 15th of each school year, the child study team and/or the resource room teacher shall be reimbursed by share with all other staff members who are responsible for a student, the Board diagnosis, planning, implementation and evaluation of Education under the following terms student's individualized educational program.
