PROFESSIONAL DEVELOPMENT AND EDUCATIONAL IMPROVEMENT. A. Tuition costs incurred by administrator shall be reimbursed by the Board of Education under the following terms and conditions: 1. Tuition costs eligible for reimbursement must be for courses in the field of education. In addition, courses not in the field of education but closely related may be approved for reimbursement at the sole discretion of the Superintendent or his/her designee in advance of enrollment. Reimbursement will not be made until satisfactory evidence of having received a passing grade is presented. 2. Reimbursement for actual tuition costs incurred by a member shall be limited to a maximum reimbursement of the average tuition cost for twelve (12) graduate/Doctoral level credits at the following four (4) state universities: Rutgers, Rowan, College of New Jersey, and Montclair computed annually. Masters’ degree maximum will be limited to the average Masters’ level cost and Doctorate degree maximum will be limited to the average Doctoral level cost. 3. The date on which a course is completed will determine the contract year in which the credits will be applicable for reimbursement. 4. Non-tenured members shall be eligible for reimbursement at the level set forth in Subsection 2 above, for tuition costs incurred for graduate credits earned during a period after the award of a first-year contract, but prior to the commencement of work under a tenured contract; provided however, such reimbursement shall not be payable to such member unless and until said member has commenced work under a tenure contract. 5. Upon satisfactory compliance by the member with all of the terms and conditions set forth in the preceding subsections, such member shall be paid his/her reimbursement entitlement on either October 2 for the prior Spring and Summer course work taken, or April 1 for the prior Fall course work provided that the member is still in the employ of the Board on such date. Such payment shall be further conditioned on said member remaining in the employ of the Board for the remainder of the current school year. In the event that such member shall leave the employ of the Board prior to the expiration of the school year in which such reimbursement entitlement has been paid, such member shall be obligated to refund to the Board the entire reimbursement paid to him/her during such school year, and for such purpose, the Board shall be empowered to deduct said sum from such member’s salary payments. 6. No member shall be eligible for tuition reimbursement in connection with tuition costs incurred that are paid by the Veteran’s Administration or any other outside agency. 7. Upon earning tenure in the district as an administrator, the Board of Education shall reimburse the administrator costs associated with their participation in the New Jersey State Mentoring and Assessment Program. Participation in the Mentoring and Assessment Program must have occurred entirely during the time of employment in the Washington Township Public School District.

Tuition costs incurred Courses, Conferences, & Workshops The Committee will pay tuition and fees each year for courses, conferences and workshops approved by administrator the Superintendent of Schools. Employees seeking reimbursement of tuition and fees must submit course reimbursement forms no later than the following dates: ● Fall semester – Feb 1st of the year following ● Spring semester and Full-year courses – June 30th of the same year ● Summer Session 1 August 1st of the same year ● Summer Session 2 – Nov. 1st of the same year ● The member shall submit a copy of the grade for the completed course for which approval has been granted. In order to facilitate the timely processing of course reimbursements, a letter from the professor, indicating the name of the course and grade earned, may be substituted for the official transcript. Also, online grades from the college website are sufficient, preliminary evidence for reimbursement. ● The official transcript or grade report shall be reimbursed by submitted to Central Office once it is available. ● Teachers must notify the Board Assistant Superintendent if a course goes beyond a traditional semester period as set out in this Article. ● Teachers will forfeit the course reimbursement if the applicable deadline dates are missed. Teachers will notify the superintendent as soon as possible if they are not taking a previously approved course. No reason need be given. The PDC will have the following responsibilities: ● To assist in the planning, organizing and evaluation of district professional development activities; ● Provide feedback on proposals for reimbursement at in-service courses ● Survey the level set forth faculty twice a year to determine those area of critical need in Subsection 2 above, professional development ● Vet new and innovative PD programs for tuition costs incurred for graduate credits earned during a period after schools and the award District; ● The PDC shall not address personnel issues or engage in collective bargaining; ● The function of a first-year contract, but prior the PDC is advisory in nature and it may make recommendations to the commencement of work under a tenured contract; provided however, such reimbursement shall not be payable to such member unless and until said member has commenced work under a tenure contract. 5. Additional credits needed beyond courses for permanent certification to obtain a Master’s degree; c. Courses within a graduate program for full-time professional employees who do not have a Master’s degree in an education- related field; and d. Courses that are part of a graduate degree or certification program for those employees who were enrolled in such a program as of July 1. Tuition costs eligible for reimbursement must be for courses in the field of education. In addition, courses not in the field of education but closely related may be approved for reimbursement at the sole discretion of the Superintendent or his/her designee in advance of enrollment. Reimbursement will not be made until satisfactory evidence of having received a passing grade is presented2013. 2. Reimbursement The District will reimburse tuition paid for actual tuition costs incurred by a member shall be limited up to a maximum reimbursement six (6) graduate credits per year at an amount not to exceed 75% of the average tuition cost for twelve (12) graduate/Doctoral level credits at the following four (4) Penn State University Harrisburg Campus in-state universities: Rutgers, Rowan, College of New Jersey, and Montclair computed annually. Failure to submit requests for reimbursement within twelve (12) months of the date of completion of the course will result in forfeiture of the right to reimbursement. 7. Courses must be successfully completed and passed with a minimum grade of “C” (or “Pass” for Pass/Fail courses) and otherwise satisfactorily completed according to the standards of the accredited college or university. 8. Employees shall notify the Superintendent in advance of enrolling in a certification or graduate degree program. The enrollment form must be filed with the Superintendent prior to course pre-approval. 9. All credits submitted for tuition reimbursement must be pre-approved by the Superintendent at least two weeks prior to the start date of the program. Only the following credits will be eligible for reimbursement: courses directly related to education or courses related to the area of the employee’s specialization taken for full graduate credit at an accredited college or university, including on-line graduate courses if they are a part of a master’s or doctoral degree or certification program recognized by the Pennsylvania Department of Education or otherwise approved by the Superintendent. Full time on-line graduate programs do not qualify for tuition reimbursement or column advancement under this agreement unless approved by the Superintendent. Continuing Professional Education (CPE) courses do not qualify for reimbursement under this agreement and will not be accepted for column advancement on the salary schedule. Reimbursement for CPE credits or units will be addressed in the District’s Professional Education Plan and is contingent upon available grant funding as determined by the Employer. No member tuition reimbursement shall be paid for repeated courses. 10. Professional staff members will be permitted to advance only one column on the salary schedule per school year. Only credits earned through an approved or accredited college or university recognized by the Pennsylvania Department of Education and approved by the Superintendent will be accepted for column advancement on the salary schedule. All paperwork for horizontal movement on the salary schedule must be completed and submitted by July 31 prior to the school year for which that salary increase is to take effect. The employee must notify the District of his/her intent to move horizontally on the salary schedule in the upcoming year at least thirty (30) days prior to the date when the preliminary budget must be advertised for public inspection so that an allowance can be made in the budget for the increase in salary. 11. A professional employee who is on an approved professional development leave will be permitted to take eighteen (18) graduate credits per year (July 1 to June 30) at maximum reimbursement, if credits are needed to obtain a Master’s Degree, permanent certification, or are part of an approved graduate degree or certificate program approved as of July 1, 2013. 12. An employee on sabbatical leave for health reasons, child rearing leave, or otherwise on paid or unpaid leave for health reasons shall not be eligible for tuition reimbursement. 13. If during the term of this agreement, a professional employee voluntarily leaves the District, the employee will be required to repay the educational reimbursement in connection with tuition costs incurred that are paid by the Veteran’s Administration District during the prior twenty-four (24) months up to a total of twenty-four (24) credits. Professional employees leaving the employment of the District for purposes of retirement, reasons of health, or any other outside agencytermination by the District are excluded from this requirement. 714. Reimbursement If there are unexpended dollars in the tuition reimbursement fund at the end of the fiscal year, members completing job-related course work may be reimbursed for actual tuition costs incurred by additional expenses as follows: a. First, members who completed a member second course for credit shall be limited reimbursed up to a maximum reimbursement the value of the average tuition cost for twelve (12) graduate/Doctoral level 4 credits at the following actual tuition rate paid. Receipts for related textbook and material costs related to the 4 credits may also be submitted for reiumbursement. b. If there are still unexpended funds after (a) above, members who took courses already reimbursed according to the rules above and who have associated course expenses that have not previously been reimbursed (such as books, university dues and fees) may have those expenses reimbursed. c. If there are still unexpended funds after (b) above, members who took three or more courses will be reimbursed for coursework evenly until the fund is exhausted. 3. All full-time regular members may apply for reimbursement for college classes that are directly related to current position and clearly indicate a benefit to the ESD and to the member as determined by the ESD. Less than full-time (.5 to .99 FTE) members may apply for reimbursement on a prorated basis reflective of their term of employment with the ESD. For summer sessions, members may use their four (4) state universities: Rutgerscredit hours from the year just completed and the four (4) credit hours from the succeeding year, Rowan, College of New Jersey, provided they return to work for the ESD the subsequent year. The ESD may deny reimbursement for summer tuition should the member resign and Montclair computed annually. Masters’ degree maximum will be limited not return to the average Masters’ level cost and Doctorate degree maximum will be limited to ESD the average Doctoral level costfollowing year. 3. The date on which a course is completed will determine the contract year in which the credits will be applicable for reimbursement. 4. Upon satisfactory compliance by the member with all of the terms and conditions set forth in the preceding subsections, such member shall be paid his/her reimbursement entitlement on either October 2 for the prior Spring and Summer course work taken, or April 1 for the prior Fall course work provided that the member is still in the employ of the Board on such date. Such payment shall be further conditioned on said member remaining in the employ of the Board for the remainder of the current school year. In the event that such member shall leave the employ of the Board prior to the expiration of the school year in which such reimbursement entitlement has been paid, such member shall be obligated to refund to the Board the entire reimbursement paid to him/her during such school year, and for such purpose, the Board shall be empowered to deduct said sum from such member’s salary payments. 6. No member shall be eligible for tuition reimbursement in connection with tuition costs incurred that are paid by the Veteran’s Administration or any other outside agency. 7. Upon earning tenure in the district as an administrator, the Board of Education shall reimburse the administrator costs associated with their participation in the New Jersey State Mentoring and Assessment Program. Participation in the Mentoring and Assessment Program must have occurred entirely during the time of employment in the Washington Township Public School District.

A WTEA/Administration professional development committee will convene as necessary but not less than twice per year to review professional development activities for district credit towards lane changes. 2. Participation in Discussions shall include, but not be limited to; the Mentoring use of existing Professional Days and Assessment Program must have occurred entirely during time spent on various planning committees, employee release time for such committee work, and any other considerations deemed appropriate by the time of employment in W.T.E.A. and the Washington Township Public School DistrictBoard of Education.
