PROFESSIONAL DEVELOPMENT AND EDUCATIONAL IMPROVEMENT. 20:1 The Board and Association recognize the obligations of employees to participate in staff development programs for the improvement of curriculum and performance. Each employee who participates in in-service programs at the District level will be given an opportunity to evaluate such programs. 20:2 Where curriculum improvement projects or in-service workshops occur beyond the normal in- school day (as defined in Article 17), employees involved in the activity will be compensated at a rate equal to or higher than the State rate. 20:3 In the event an employee requests and is granted an assignment which requires additional certification, the cost of the course work for such additional certification will be borne by the employee. 20:3.1 If the Board requires an employee to take any course or to attend any workshop or conference or in the event of involuntary transfer requiring additional certification, the Board will pay the full cost of tuition and necessary expenses as follows: (a) travel by private automobile will be reimbursed at the State mileage rate plus tolls, if applicable. Travel by commercial carrier will be coach class or the equivalent thereof except that the Board may approve other than coach class on an ad hoc basis; (b) reimbursement for meals and lodging will be at the rate established or approved by the Board; (c) where travel, meals, and lodging are approved and the employee elects to commute, such reimbursement will be no greater than the cost of round trip transportation, meals, and lodging; and (d) alternative financial arrangements to those set forth herein will be by mutual agreement of the Board and the employee. 20:3.2 The Board agrees to pass on to employees funds received by the District, appropriated and funded by the State of Delaware General Assembly for the purpose of tuition reimbursement in accordance with the rules and regulations established by the General Assembly. Beginning the 2012-2013 school year, the District will provide up to $25,000 in Local Funds each year for tuition reimbursements, with a maximum of $2,500 per year for an employee. The course(s) must be directly related to the teaching profession and subject to the approval of the Superintendent or his designee.

No one shall receive an amount of tuition reimbursement in accordance greater than reimbursement for three credit hours. The District will limit its expenditures for this provision to an annual fund of $30,000, with the rules half available for summer/fall quarters and regulations established by the General Assembly. Beginning the 2012-2013 school half available for winter/spring quarters. c) By January 15th of each year, the District will provide the Association president an accounting of the amount of the reimbursement paid out and committed from the available funds, and the remaining balance. If there are unexpended or uncommitted dollars in the fund at the end of May of the fiscal year, employees who have completed pre-approved coursework, conferences or workshops beyond the cost equivalent of three (3) credit hours may receive additional reimbursement for up to the cost equivalent of three (3) additional credit hours, contingent on the availability of funds. In the event that requests exceed available funds for reimbursement, selection shall be granted by drawing lots. d) Between year one and year two of each State biennium, the fund balance amount will rollover and the yearly $25,000 in Local Funds each year 30,000 contribution reference above will be added to the rollover amount. There will be no carryover of unexpended funds from one State biennium to the subsequent State biennium. i) In order for expenses to be eligible for tuition reimbursementsreimbursement, the employee must successfully complete the course with a maximum of $2,500 per year for an employeegrade equal to a “C” or “Pass” (in a Pass/No Pass course). The course(s) Expenses must be directly related to the teaching profession and subject employee’s position with the ESD, or his/her professional development goals. ii) Less than full-time (.5 to .99 FTE) employees may apply for tuition, conferences, or workshops reimbursement on a pro-rated basis reflective of their level of FTE with the District. iii) Approval or denial for tuition, conferences, or workshops reimbursement will be obtained by the employee prior to the approval beginning of the Superintendent course or his designeeregistering for the conference or workshop. The Human Resources Department will make a reasonable attempt to notify the employee of the approval or denial within fifteen (15) working days after receipt of the request. e) In addition, the District shall provide reimbursement of all costs (i.e., tuition, fees, textbooks, required instructional materials such as: books, handouts, CD’s and manipulatives) for courses, conferences, workshops, and trainings it requires employees to attend.
