Programming Phase. INDICATE IN STATEMENT OF WORK “NOT APPLICABLE” IF SECTION IS NOT APPLICABLE 1.1.4.1. The ARCHITECT shall consult with the Owner, together with building occupants and Agency administration, to develop a comprehensive space program for the project. The ARCHITECT shall advise best practices for each specialty as well as the common areas. The program should be complete and detailed, including equipment (fixed and movable) and furnishings throughout the building. 1.1.4.2. The ARCHITECT shall consult with the Owner and Efficiency Vermont to establish the Basis of Design, based on BGS Design Guidelines, BGS Space Management Guidelines, LEED manuals, ASHRAE 90.1, Vermont Commercial Building Energy Standard, ASHRAE Advanced Energy Design Guide for Small to Medium Office Buildings, and other guides that are identified for the use of the building.
