Progressive Operations. PURCHASER shall complete the following requirements on each timber sale area prior to moving to a new timber sale area, unless otherwise approved in writing by STATE: (a) Remove all logs as described under Section 45, "Log Removal." (b) Construct cross-drainage ditches or waterbars as specified in Exhibit D and as directed by STATE. (c) Block roads and skid trails to vehicular traffic as directed by STATE. (d) Expend up to 40 hours with a log loader or excavator placing large woody debris in Windy Creek, as directed by STATE. Large wood will be obtained from Area III (R/W) and placed in Windy Creek according to instructions given by the Roseburg Oregon Department of Fish and Wildlife district biologist who can be reached at (000) 000-0000. If, during the time of this contract, STATE determines that not all the hours are needed, PURCHASER shall pay STATE $100.00 per hour for each hour not used. In addition, PURCHASER shall complete the following requirements within the following time frames, unless otherwise approved in writing by STATE: (1) Complete all felling requirements as required by the section titled, “Felling,” within 14 calendar days after completion of yarding activities. (2) Complete snag creation as required by the section titled, “Snag Creation,” within 14 calendar days after completion of yarding activities. (3) Remove all trash from the timber sale area within 14 calendar days after completion of log hauling activities. (4) Remove all equipment and materials from the timber sale area within 30 calendar days after completion of log hauling activities. See Section 23, "Removal of Equipment and Materials." (5) Close the road at Point A within 14 days after completion of log hauling activities on this road. (6) Upon completion of a setting, an excavator or log loader shall pull debris from within reach of a landing and pile the debris in the center of the landing. Debris suitable for firewood shall be separated into individual piles accessible to firewood cutters. Debris shall be piled so as to facilitate pile burning, as directed by STATE. (7) Complete road maintenance requirements of the sections titled, “Access” and “Road Maintenance,” within 14 calendar days after completion of log hauling activities. (6) Complete road maintenance requirements of the sections titled, “Access,” and “Road Maintenance,” within 30 calendar days after completion of log hauling activities. (7) Remove right-of-way logs from a road segment prior to subgrade approval. FIRE CONTROL AND SLASH DISPOSAL Section 66. Precautions Against Fire. It is recognized that the activities of PURCHASER under this contract may cause extraordinary fire risk on the areas of operations. PURCHASER agrees to use the highest degree of care to prevent forest fires from starting on or from spreading to the areas of operations. PURCHASER shall require the employees and contractors of PURCHASER and the employees of such contractors to do likewise. STATE may, at any time during the contract period, require PURCHASER to prepare a Fire Plan for the areas of operations. The plan shall set forth the resources and required actions to be taken by PURCHASER and contractors of PURCHASER for the prevention and suppression of fire on the areas of operations. The plan shall meet with the approval of STATE and may be revised as necessary.
