Promotion and Transfers. The employee with the most seniority shall, if the employee meets the qualifications set for the position by the Company, be transferred to fill a vacancy in a different classification. Nothing in this Article precludes the Company from hiring applicants from outside sources where no qualified employees apply and are accepted. A vacancy shall be posted for a minimum of seven (7) days prior to filling such a vacancy from any source.
