Promotional Advancement. The Sheriff reserves and shall have the right to make promotions based primarily on ability, seniority, qualifications, and performance of duty. Promotional vacancies shall normally be filled by the promotion of employees already in the department, except in cases where there is not a qualified person available in the department, in which case such vacancies may be filled from outside the department. In making promotions, consideration shall be, given to the applicant’s ability, seniority, qualifications, performance records, and the results of competitive examinations given.
