Proposal Format and Scoring. The SOQ shall be organized and submitted in the format as outlined below. Failure to conform to the designated format, standards and minimum requirements shall result in a determination that the SOQ is non-responsive. Additionally, the Selection Committee will evaluate and award percentages to each SOQ based upon the evaluation criteria as outlined in this document. Percentages listed below are the maximum number possible for each criteria and not the minimum number that the Selection Committee may award.
