PA Plan Format. A copy of the PA Plan template is attached. Contractors must download the template from the City’s Procurement FTP Site. Instructions to access this Site are on page 3 of the Sample Project in Appendix 1. Contractors are NOT allowed to re-create the PA Plan template, alter font size or type, add pictures or colors. Font may not be smaller than 10 point Times New Roman or Arial and must be black and white ink only. In order to minimize any bias by the evaluation committee, the PA Plans must not contain any names (i.e., contractor or manufacturer names, personnel names, project names, or company letterhead). The PA Plans also may not contain any marketing information, product names, technical information, or general items. Failure to comply with these requirements will result in disqualification.
