Qualification Allowance. (1) A qualification allowance is payable to full time and part time Registered Nurses and Midwives, who hold or acquire a qualification, as defined below, that is relevant to the employee’s current practice or position or role. (2) Quantum of Allowance % of base salary for RN Level 1 increment 8 Annual rate on and from 12 October 2020 Annual rate on and from 12 October 2021 Level 1 3.5% $3,131 $3,166 Level 2 4.5% $4,025 $4,070 Level 3 5.5% $4,920 $4,975 Subject to the provisions of this clause the rates prescribed in the above table will be paid fortnightly calculated in accordance with subclause 17(1) of this Agreement. (3) The allowances prescribed in subclause (2) of this clause will be paid to part time employees on a pro rata basis according to hours worked. (4) The qualifications that will attract this allowance are as follows: (a) Level 1 (i) Hospital based postgraduate qualification of one year’s (or two academic semesters) duration, or the renal dialysis certificate. This may include, but not be limited to, a psychiatric unit or general xxxx with psychiatric patients. (b) Level 2 Postgraduate qualifications awarded by a recognised university, or other agreed education provider, which must have been taken over a period of at least two semesters. Includes those Registered Mental Health Nurses who also hold a general nursing qualification (irrespective of the order in which the qualifications were obtained) who are working in an area where the qualification is applicable to their current area of practice. This may include, but not be limited to, a psychiatric unit or general xxxx with psychiatric patients.

(7) A payment of a one-off payment made in accordance with either Clause 24 – Qualifications Allowance of the Nurses (WA Government Health Services) Agreement 2001 or Clause 11 – Qualification Allowance of the Registered Nurses and Enrolled Mental Health Nurses - Australian Nursing Federation – Department of Health Certified Agreement 2005 does not limit the entitlement to payment under this Clause.
(8) The allowance will continue to be paid during all periods of paid leave.

Qualification Allowance. 48.1 The qualifications (or their equivalent) that are eligible to trigger the payment of a qualifications allowance are found at clause 48.18. The payment of qualification allowances is subject to the conditions set out in this clause 48 below.
48.2 An employee employed in the classification of Registered Nurse (years 1 to 8), Clinical Nurse Specialist, Nursing Unit Manager and above (who satisfies the employer that she/he is engaged in clinical work for more than 50% of her/his time) who holds a qualification in a clinical field, in addition to the qualification leading to registration, shall be paid a qualification allowance, subject to the following conditions set out below:
(1a) A the allowance is only payable where the qualification is accepted by the employer to be directly relevant to the competency and skills used by the nurse in the duties of the position;
(b) an employee holding more than one relevant qualification is only entitled to one allowance, being the allowance of the highest monetary value;
(c) the employee claiming entitlement to a qualification allowance is payable must provide evidence to full time the employer that they hold that qualification.
48.3 Subject to the provisions in subclause 48.2 of this clause, an employee who holds a post-registration hospital certificate listed in and part time Registered Nurses and Midwives, who hold or acquire a qualification, as defined below, that is relevant to the employee’s current practice or position or role.

48.5 Subject to the provisions in subclause 48.2 of this clause, an employee who holds a post-graduate diploma or degree (4other than an undergraduate nursing degree) The qualifications that will attract shall be paid an allowance per week as set out at Part B Table 2 of this Agreement.
48.6 Subject to the provisions in subclause 48.2 of this clause, an employee who holds a Masters degree or doctorate shall be paid an allowance are per week as followsset out at Part B Table 2 of this Agreement.
48.7 An enrolled nurse, who holds a relevant Certificate IV or equivalent continuing education qualification in a clinical field, or Advanced Diploma of Nursing (Enrolled), in addition to the qualification leading to enrolment, shall be paid a qualification allowance, subject to the following conditions set out below:
(a) Level 1
(i) Hospital based postgraduate the allowance is only payable where the qualification is accepted by the employer to be directly relevant to the competency and skills used by the enrolled nurse in the duties of one year’s (or two academic semesters) duration, or the renal dialysis certificate.
(ii) Hospital based postgraduate qualification of six months duration, which have subsequently been replaced by qualifications involving one year’s (or two academic semesters) duration, will be included if at the time an employee undertook the course, a six month postgraduate qualification was all that was available and that the Chief Nursing and Midwifery Officer deems equivalent to a one year duration qualification.position;
(b) Level 2 Postgraduate qualifications awarded by a recognised universityan employee holding more than one relevant qualification is only entitled to one allowance, or other agreed education provider, which must have been taken over a period of at least two semesters. Includes those Registered Mental Health Nurses who also hold a general nursing qualification (irrespective being the allowance of the order highest monetary value;
(c) the employee claiming entitlement to a qualification allowance must provide evidence to the employer that they hold that qualification.
48.8 Subject to the provisions in which subclause 48.6 of this clause, an enrolled nurse who holds a Certificate IV qualification shall be paid an allowance per week as set out at Part B Table 2 of this Agreement.
48.9 Subject to the qualifications were obtainedprovisions in subclause 48.7 of this clause, an enrolled nurse who holds an Advanced Diploma of Nursing (Enrolled) qualification shall be paid an allowance per week as set out at Part B Table 2 of this Agreement.
48.10 A Clinical Nurse Educator who are working holds a post graduate diploma, degree, Masters or Doctorate in an area education or a clinical field in addition to the qualification leading to registration shall be paid a qualification allowance, subject to the following conditions set out below:
(a) the allowance is only payable where the qualification is applicable accepted by the employer to their current area be directly relevant to the competency and skills used by the registered nurse/midwife in the duties of practice. This may includethe position;
(b) an employee holding more than one relevant qualification is only entitled to one allowance, but not be limited to, a psychiatric unit or general xxxx with psychiatric patients.being the allowance of the highest monetary value;
(c) Level 3 Recognised the employee claiming entitlement to a qualification allowance must provide evidence to the employer that they hold that qualification.
48.11 Subject to the provisions in subclause 48.10 of this clause, a Clinical Nurse Educator who holds a post graduate diploma, degree, Masters or PhD qualifications, which Doctorate in education or a clinical filed shall be paid the relevant allowance per week as set out at Part B Table 2 of this Agreement (Post Graduate Diploma or Degree) or an allowance per week as set out at Part B Table 2 of this Agreement (Masters Degree or Doctorate).
48.12 The above allowances are relevant not to be included in the employee’s area ordinary rate of nursing practice or position or rolepay. The allowances are payable during periods of paid leave taken by an employee.
(5) Unless specifically provided 48.13 Where a dispute arises concerning the eligibility for payment of a qualification allowance that is not resolved by the process contained in this clauseclause 36, conversion degrees and non-tertiary postgraduate qualifications do not attract Dispute Resolution Procedure, discussions between the allowanceparties must occur prior to referral to the Fair Work Commission for determination.
(6) Where an 48.14 An employee would claiming entitlement to a qualification allowance as set out at this clause must provide to the Employer evidence of that employee holding the qualification for which the entitlement is claimed. Payment of the qualification allowance shall be from the first full pay period on or after evidence of the relevant qualification is submitted to the Employer or the date the qualification is obtained by the Employee, whichever is the later.
48.15 Part-time employees will be entitled to more than one of the allowances set out above, only the highest allowance will be payable.
(7) The allowance will continue to be paid during all periods of paid leave.
(8) Disputes about whether a qualification attracts the qualification allowance set out in this on a pro-rata basis on their contracted hours.
48.16 This clause will be dealt with by an Independent Review Panel as followseffective from the first full pay period on or after the date of operation of this Agreement.
48.17 Major functional groupings eligible for payment of the qualification allowance where for nurses holding a clinical qualification from a recognised educational institution and practising in any speciality field under that functional grouping. This may include, but not be limited to, a psychiatric unit or general xxxx with psychiatric patients.
(cd) Level 3 Recognised Masters or PhD qualifications, which are must be relevant to the employee’s area of nursing practice or position or rolerole that, the Employee is currently working in.
(54) Unless specifically provided for in this clause, conversion Conversion degrees and non-tertiary postgraduate qualifications or certificates (other than those referred to above) do not attract the allowance.
(5) The allowance that is payable is 3% of the current base rate salary of the Employee, as at the date at which the Employee became eligible to be paid the allowance (ie on the expiry of the 12 months referred to above).
